
Thirteen people have been arrested on charges of manslaughter. An investigation into Hong Kong's deadliest fire in decades has found that substandard renovation materials fueled a blaze that killed at least 151 people.
Police continue to search the seven towers engulfed in Wednesday's disaster at the Wang Fuk Court estate, finding bodies of residents trapped in stairwells and on roofs as they tried to escape the flames. More than 40 people are still missing.
"Some of the bodies have been reduced to ashes, so we may not be able to find all the missing individuals," said Tsung Shuk Yin, a police official.
Tests on several samples of a green net that was wrapped around bamboo scaffolding on buildings at the time of the blaze did not meet fire resistance standards.
Contractors working on renovations used these substandard materials in hard-to-reach areas, effectively hiding them from inspectors, said Chief Secretary Eric Chan.
