Today's action by the Prosecution in the Durrës Land Registry Office targeted 12 people, but left out Ervin Krymbin, the Cadastre "realtor" and the director's right-hand man, who is suspected of having conceived and executed property alienation schemes.
The Prosecution has today issued 12 security measures against former officials of Hipoteka and persons suspected of having illegally acquired property, but if the Prosecution does not limit the investigation to only these 12 names and expands the investigation to all property alienation files in the Durrës Cadastre, it will reveal that the same falsification mechanism is led by a name that is missing from today's list. Ervin Krymbi, known in Durrës as the "Cadastre realtor", is the right-hand man of the director of the Durrës Cadastre and his name is directly linked to two schemes that have turned the institution into a genuine business with fixed fees and cash payments.
For years, in the files of the Durrës Prosecutor's Office and in the denunciations of citizens who have lost their properties, there is a name that is constantly repeated and that is Ervin Krymbi. For the execution of the first scheme, related to the legalization of luxury villas as "agricultural warehouses", Krymbi collaborated with several Cadastral employees and with the director of the institution himself, enabling dozens of hectares of agricultural land in the coastal areas of Durrës to be occupied by three- and four-story villas with owners in the names of former ministers, former deputies and government officials. Legally, these constructions are unauthorized constructions, but in Krymbi's hands they take on a new life on paper and are registered as agricultural warehouses, thus avoiding high taxes and urban planning restrictions.
The second scheme is related to the reconstruction after the 2019 earthquake, where Krymbi promised owners of hotels and new buildings in Durrës that they could add more floors than allowed, assuring them that after construction he would legalize those additional floors through the reconstruction program. Around 120 buildings in Durrës were classified DS4 and buildings with repair costs over 70 percent of their value were demolished to be rebuilt from scratch, and in the process, entire areas of square meters that were previously illegal were legalized, without paying any fines or land taxes.
While 12 people were arrested today, including Ramazan Sheshi, Adrian Kona, Bledar Zerba and Rovin Zeqja, with the measure of arrest in prison, Ervin Krymbi continues to walk free, although the Prosecution's investigation, launched after the inventory of 1,063 mortgage registers where only 152 resulted regular and 908 damaged with 730 missing pages, 243 replaced pages, 569 duplicated pages and 1,548 blank pages, has highlighted an organized mechanism that could not have been run without an architect.
Today's action is only the first wave, but if the Prosecution and SPAK do not expand the investigation to include the "realtor", Durrës will continue to be plagued by problems.
