According to information received in "Pamfleti", Adriatik Kupi, known as "Tiku i Lalit", began his duty as Director General of Prisons with a "confidential" meeting with the owners of the 5 companies that receive food tenders for prisons under a monopoly scheme, to whom he asked to increase the bribe amount, in exchange for continuing to receive the tenders.
This bargaining by Director Adriatik Kupi, a practice applied in all the duties he had before being appointed head of prisons, has been reported to the Police, the Tirana Prosecutor's Office and SPAK, and criminal proceedings are expected to be taken against him.
He was charged with collaborating with figures and crime groups in the years 1995-2011, when he was a police officer and in the operational structures of the Rapid Intervention Forces, for connections with murderers, traffickers, land grabbers and robbers, concealing information and exposing police operations.
He has been the subject of criminal investigations by the Tirana police and prosecutor's office 9 times, during his 16 years in special police structures, even when the DP was in power, but Adriatik Kupi was never prosecuted.
Because it had also served criminal groups, linked to "blue" government leaders, who had used it for dirty work and had extorted land in Petrela, Farka and Sauk.
On May 8, 2011, instead of Adriatik Kupi being charged and brought to justice, he ran for mayor of Petrela by the SP, but lost and Edi Rama appointed him as the leader of the SP in that area.
After the SP came to power, he was catapulted into OSHEE, initially head of the "Tirana 1 and 2" zones, where within a short period he committed a crime by stealing energy bills, disappearing them in exchange for bribes and by allowing illegal connections, especially for businesses in the zones.
At the end of 2013, Edi Rama catapulted him to the position of Director of High Voltage at the Distribution System Operator, where Adriatik Kupi stayed for 11 years until mid-2024, a period during which he left his mark with 83 "Red Flag" tenders, 20 of which were investigated by the prosecution and SPAK, but only Director Tiku was not prosecuted.
Later, he was appointed head of the Petrelë Administrative Unit, a position he did not declare on his CV, because it is overflowing with acts of forgery and land theft and fictitious legalizations for his family and fellow villagers, for traffickers and oligarchs, evidence that has emerged during the investigation of several cases.
At the end of January 2026, Prime Minister Edi Rama appointed him Chief Inspector of IKMT instead of Dallëndyshe Bici, but Tiku i Petrelës left after two weeks.
While on April 1, 2026, Adriatik Kupi, the "cup" filled with many tender, land and crime-related affairs, was appointed Director General of Prisons, instead of being in prison, where some of the collaborators with whom he had affairs and crimes in all his previous duties are.
In addition to the affairs for which he has not been affected by justice, Adriatik Kupi declares that he has completed his studies in "Legal Sciences" and "Master in Criminal Justice", without stating in which years he completed them, and whether he completed them at state or private universities.
