Senior Cadastral officials in several cities have been placed under investigation by SPAK, while the revealed corrupt schemes include overlapping properties, illegal legalizations and connections to criminal groups.
A wide-ranging investigation by SPAK has put the structures of the Cadastral Service Agency in motion, including the general director of the Cadastral Service Agency, Lorena Goxhobelli, as well as several of her trusted employees in the directorate. The investigations have uncovered structured corruption schemes, where senior officials and cadastral specialists are suspected of collaborating with criminal groups to enable property overlaps and legalizations in violation of the law.
On the same day, SPAK has imposed a seizure order for some land in Livadh of Himara, while other actions and seizures are expected in the future, especially in what is considered the "gangrene of cadastral corruption" in Tirana Rurale 1, where Martin Kala is suspected of being at the head, together with his realtor, Ardian Tufa, the 'mastermind' of property alienation in Farka. A denunciation received by Pamfleti a few months ago sheds light on the transfers and thefts of properties made to citizens by 'Nari Lundër', passing them on to family members in collaboration with the head of the cadastre, Martin Kala. This denunciation, which is alleged to have also been sent to SPAK.
Investigative reports list the cities where corruption in the Cadastre is highest. Durrës, especially the Lalzi Bay area, and Tirana have been identified as the most problematic spots. In Durrës, the entire management chain is being investigated, along with real estate agent Ervin Krymbi, regarding the legalization and alienation of properties.
In the Elbasan Cadastre, investigations have been launched into property alienation and bribery in the legalization process, as well as the use of the cadastre in the interest of criminal groups previously targeted by SPAK. Criminal groups are no longer content with corrupting a simple employee, but the report speaks of a structural intervention, where structured groups have managed to place their people in key positions in the Cadastre to facilitate money laundering through properties and construction.
For 2025 alone, SPAK has seized real estate worth over 11 million euros, which were registered through forged documents with the cooperation of ASHK officials.
The director is targeted
According to sources, Lorena Goxhobelli has been subjected to a judicial review in recent days and is expected to be charged very soon. Despite the fact that the director has asked to leave to escape the consequences of the created stalemate, the institution she heads is going through the most difficult days since its creation.
Beyond the propaganda of digitalization, the figures speak of a clinical death of the legalization process. Over 36 thousand files have remained pending, meaning 36 thousand Albanian families who have remained hostage to a collapsing system. Furthermore, SPAK has placed under preventive seizure thousands of square meters that were prepared for legalization illegally, mainly on the coast.
It remains unclear why the prime minister has rejected Goxhobelli's resignations, causing ASHK to turn into a time mine that risks exploding at any moment, taking with it even the few reforms that were attempted. /Pamphlet
