Mirela Kumbaro erased 'a tiny dot' (11,400 m²) in Llaman Bay from the map, before it was declared a Natural Park; it was there that her 'prestanoma', Arben Muçobega's 'Bega 07' company, obtained permission for the 5-star 'Amantes' resort. The 101,288 m² of land is state-owned and unregistered in the Cadastre, but Kumbaro and Rama gave it for construction, violating the very law they had approved.
To clear the tracks of land grabbing affairs on the coast, Edi Rama said that the Porto-Palermo Bay has been declared a protected area, a "Natural Park" and no construction permits have been issued.
It is true that the Porto-Palermo Bay has been declared a protected area, but Edi Rama lied when he said that no construction permits have been issued within this area, because permits have been issued for resorts.
The documents being published by "Pamfleti" confirm that, with Decision No. 13, dated September 25, 2024, the National Territorial Council, headed by Edi Rama, upon the proposal of Minister Mirela Kumbaro, granted permission for the construction of a multifunctional resort in Llamani Bay, within the protected area of Porto-Palermo, by the company "Bega-07" and "Capital B Sh.pk".
According to reports from law enforcement agencies, Mirela Kumbaro, in addition to being publicly the proposer and signatory of the resort's permit, is secretly a co-investor in this resort, with the trafficker and money launderer, Arben Muçobega, known as her "prestname" in the construction permits.
In 2015, the Institute for Nature Conservation drafted the Management Plan for the Porto-Palermo Bay Natural Park, which included Llamani Bay, where no construction would be allowed.
After 7 years of being shelved by Mirela Kumbaro, the plan for the Porto-Palermo-Llaman Bay was declared a "Protected Coastal Natural Park" by Government Decision No. 557, dated July 29, 2022.
But Mirela Kumbaro, in a deal with Edi Rama, before the government approved the Porto-Palermo Bay protected area, removed from the map "a tiny dot" called Llamanit Bay with an area of 11,400 m² and its land and rocky surface with an area of 33,000 m².
The intention to remove Llamani Bay from the map of the "Porto-Palermo Park" protected area was revealed in February 2024, when the company "Bega 07" applied for a development permit and construction of the "5 Star" "Amantes" resort, precisely on the "tiny dot" of Llamani Bay, which Mirela Kumbaro and Edi Rama secretly removed from the map of the protected area.

The resort of Kumbaro and her trafficker Arben Muçobega in Llamani Bay has 1 "5 Star" hotel, villas, service facilities, restaurants, SPA, event area, swimming pool and aquapark, on a total area of 101,288 m² of state-owned land by the sea, which turns out to have been looted with false papers.
On April 15, 2024, the owner of the company "Bega 07 Sh.pk", Arben Muçobega, after having occupied and started construction without permission in Llaman Bay in Himara, requested the Strategic Investment Committee to be treated as a strategic investor, in order to benefit from the beach for free, the occupied land area by the sea, and 30 years of tax exemption.
By Decision No. 6, dated May 7, 2024, the Strategic Investment Committee rejected the request with this response: "Rejection of the request for the inclusion of the investment project 'Resort in Llamani Bay', as the land does not have an initial registration in the Cadastre and does not claim to be state-owned."
So, the land at Llamani Bay in Porto Palermo is state land unregistered in the Cadastre, but the trafficker Arben Muçobega has occupied it with false property inheritance papers and Rama and Kumbaro have recognized him for the resort permit, when he has been from a village in Tepelena for generations.
Four months after rejecting the title of "Strategic Investor", Edi Rama and Minister Mirela Kumbaro, with Decision No. 13, dated September 25, 2024, granted trafficker Arben Muçobega permission to build the resort, a project that is also in the book "The Albanian Files" of the concrete mafia.
