On November 3, 19 and December 4, 2025, the Vlora Prosecutor's Office announced the seizure of approximately 12 million euros of assets of 3 people convicted of drug trafficking, based on judicial decisions of EU countries and Albanian justice.
Since 2022, the Vlora Prosecutor's Office has completed the investigation and asset seizure process of 11 people convicted with final decisions for trafficking and their family members, as stipulated by law.
On the list of people convicted of drug trafficking, whose assets need to be investigated and seized, the Vlora Prosecution Office also includes citizen Geron Xhafaj alias Agron Xhafaj, sentenced to 7.2 years in prison in Italy for a structured drug trafficking group.
But since June 2022, the Vlora Prosecution Office has been blocking the property investigation into trafficker Agron Xhafaj and his family members, including his brother Fatmir Xhafaj, his wife, two daughters, and son-in-law.
The blocking of the asset seizure investigation file is clearly a violation of the law and the inviolability of convicted trafficker Agron Xhafaj, because he is the brother of MP and former Minister of Justice and former Minister of Interior Fatmir Xhafaj, also the subject of the asset investigation along with him.
For this convicted trafficker, the leaders of the Vlora Prosecutor's Office have not carried out any investigative actions in the last 4 years, while they have the "Xhafaj" file in their drawer, keeping it blocked as if it does not exist.
Although his file also includes Decision No. 2232/2012 of the Supreme Court of Italy, which upheld the sentence of trafficker Geron Xhafaj alias Agron Xhafaj to 7.2 years in prison and the seizure of his assets.
The "Anti-Mafia" law in Albania stipulates that the assets of the family members of those convicted of trafficking are also investigated, which includes the family tree and close ties of in-laws; but the Vlora Prosecutor's Office is not even investigating the assets of Agron Xhafaj.
There is no doubt that the inaction of the heads of the Vlora Prosecutor's Office is motivated by personal connections and interests with Fatmir Xhafaj, and even his influence as the "tutor" of the justice system.
For 18 years after his conviction, he was doing business and was free and untouchable, because his brother Fatmir Xhafaj, who was carrying out justice reform and was Minister of Justice and Minister of Interior, was able to block the arrest warrant sent from Italy.
When he was chairman of the Justice Reform Commission, Fatmir Xhafaj made an amendment to Point "f" of Article 491 of the Criminal Procedure Code, which prohibited the arrest and extradition of traffickers convicted outside Albania, i.e., brother Agron Xhafaj.
Blocking the asset investigation and seizure of Agron Xhafaj and his family members is not the only favoritism, but the line of the entire central justice system in Albania.
In 2018, when Agron Xhafaj's failure to arrest became a matter of political warfare, the General Prosecutor's Office, the Ministry of Justice, and the Prisons Directorate declared that he was not convicted; while in mid-2021, SPAK continued the game, sending the file to the Vlora Prosecutor's Office to bring it around and block it./ Pamphlet
