There are signals that 262 thousand m² of land in Xhafzotaj, offered for the construction of "Durana Tech Park", will end up in the hands of Edi Rama's clients, through the same scheme that donated land on the coast for supposedly strategic investments with "1 Euro" contracts.
On April 2, 2026, just 3 weeks after the money laundering and tax evasion affair with the phantom "Durana Tech Park" was revealed, Prime Minister Edi Rama, using the socialist majority in parliament, amended Law No. 58/2022 and turned it into a virtual park.
This means that this technology park will not be physically built and does not need land; but Edi Rama has started the moves to donate 262 thousand m² of land and 3,000 m² of buildings to his clients.
How did the 262 thousand m² of RTSH land pass into the hands of Blendi Gonxha and Elira Kokona?
On March 27, 2024, with Decision No. 185, the government took away from RTSH this land area that was the antenna station in Xhafzotaj and, at the request of Minister Blendi Gonxhe, transferred it to the ownership of the Ministry of Economy, Culture and Innovation, allegedly for the construction of "Durana Tech Park".
On January 9, 2025, with Decision No. 13, the government took the land away from the Ministry of Economy, Culture and Innovation and transferred it to the Investment Corporation, to build this technology park.
On April 2, 2026, after the affair was discovered, parliament, at the request of Prime Minister Edi Rama and through an accelerated voting procedure, amended Law No. 58/2022, turning it into a virtual park.
Now that "Durana Tech Park" has gone virtual, Prime Minister Edi Rama has thought and is rushing to "sacrifice" 262 thousand m² of land where the park's construction was planned.
By order of Edi Rama, the Ministry of Finance, the Ministry of Economy and Innovation, and the Investment Corporation have declared their renunciation of this land area, with the real argument that they do not need it, because "Durana Tech Park" will function virtually.
While the Council of Ministers will transfer ownership to the Municipality of Shijak, for urban and economic development projects by private entities, through Public Private Partnership, or for strategic investments with "1 Euro" contracts, against a selection procedure by the municipality.
The "Rama-Gonzhe-Kokona" scenario to steal land in Xhafzotaj
Previous official documents, which are in the file of the transfer of 262 thousand m² of RTSH land in Xhafzotaj, point to a scenario by Edi Rama, Minister Blendi Gonxhe and the head of the Investment Corporation, Elira Kokona, to plunder this 26-hectare land area.
According to Decision No. 13, dated 9.1.2025 of the government, only 140 thousand m² of land were planned for "Durana Tech Park", while 122 thousand m² were excluded from the project and were separately registered as "fruitless land" by the Ministry of Economy, Culture and Innovation, when it was headed by Blendi Gonxhe.
Even in the documents of this ministry and in the documents of the Investment Corporation, it appears as if "Durana Tech Park" in Xhafzotaj had been built. But not a single "brick" had been laid and to hide the affair and to erase its traces, Prime Minister Edi Rama turned it into a virtual park on April 2, 2026.
But Edi Rama has also thought of a scenario for the fate of this state land in Xhafzotaj, as he has done with hundreds of hectares of land on the coast and in the cities of Tirana, Durrës, Vlorë, Korçë, Shkodër, etc./ Pamphlet
