5 dual employment contracts in 5 consecutive years, agreed upon by superiors IK and PS; although the law prohibits senior police officials from being employed elsewhere. From April 3, 2018 to October 26, 2022, Nallbat received about 6 million lek per year from the “Konica Foundation”, while his official hours at the police were 08:00-16:00 and classes at the private school were held in the morning. How did he pass the vetting?
We are informing the Minister of the Interior, Besfort Lamallari, and the Director General of the State Police, Skënder Hitaj, of a scandal involving the Director of the Criminal Police Department at the General Directorate of the State Police, Neritan Nallbati.
According to the investigative report reflected in Decision No. 14, dated February 20, 2024, drafted by the vetting commission, it results that the senior police official, Neritan Nallbati, in parallel with his high-ranking duties in the police, is employed as a teacher at the "Faik Konica" private school in Tirana, with a monthly salary of 900 thousand lek to 1 million and 250 thousand old lek.
From the documents being published by "Pamphlet", it appears that the General Director of the Criminal Police, Neritan Nallbati, has declared himself a teacher (lecturer) at the "Faik Konica" school in the Asset Control Inspectorate, while in the vetting report he has declared himself a "Coordinating Specialist" at the "Konica Foundation".
Here are the facts revealed by the police vetting commission:
· Certificate No. 1060, dated July 3, 2023, confirming that Police Chief Neritan Nallbati was an employee of the "Konica Foundation" during the period April 3, 2018 - October 26, 2022, declared until the completion of the vetting investigation, but he still continues to be paid.
· The dual employment of Police Chief Neritan Nallbati on October 3, 2017, agreed upon by superior IK, according to the Employment Contract with the "Konica Foundation", with a term of 1 year and a monthly salary of 1 million and 250 thousand lekë outside working hours at the General Directorate of Police.
· Second dual employment of Police Chief Neritan Nallbati on August 27, 2018, agreed upon by the PS superior, according to the Employment Contract with the "Konica Foundation", with a 1-year term and a monthly salary of 1 million and 200 thousand lek outside working hours at the General Directorate of Police.
· Third dual employment of Police Chief Neritan Nallbati on August 22, 2019, agreed upon by the PS superior, according to the Employment Contract with the "Konica Foundation", with a 1-year term and a monthly salary of 1 million and 200 thousand lekë outside working hours at the General Directorate of Police.
· The fourth dual employment of Police Chief Neritan Nallbati on September 24, 2020, according to the Employment Contract with the "Konica Foundation", with a term of 1 year and a monthly salary of 1 million and 200 thousand lek, outside the working hours he performs at the General Directorate of Police.
· The fifth dual employment of Police Chief Neritan Nallbati, according to the Employment Contract dated October 26, 2021, with a term of 1 year and a monthly salary of 900 thousand lek, outside the working hours he performs at the General Directorate of Police.
Neritan Nallbati was also a teacher at a private school in Tirana during the years 2020-2021, when he was the Director of the Berat District Police and the Director of the Durrës District Police.
We do not doubt Neritan Nallbat's teaching skills, as in the years 1989-1991 he completed a 2-year study program for primary school teachers at the Pedagogical Institute of Elbasan (today "Aleksandër Xhuvani" University).
But we don't know how he taught after working hours as a leader in the State Police, when his official hours are 08:00-16:00, while at the private "Faik Konica" school, classes take place in the morning.
In addition to this discrepancy, we know that it is prohibited for State Police officials and employees to hold dual jobs, even as a lecturer or specialist at the Police School and Academy. / Pamphlet
