SPAK has withdrawn the charges against Jonaid Myzyri and four members of the Public Prosecution Commission.

The Special Prosecution Office is requesting the dismissal of the case against Myzyri, the former head of the KPP, and members of this Commission, who were accused of violating equality in tenders, Report TV reports. Along with Myzyri, SPAK also launched investigations against Vilma Zhupaj, Lindita Skeja, Merita Zeqaj and Enkeleda Bega, all members of the KPP. After several months of investigations, SPAK appears to have failed to prove the charges, requesting the dismissal of the case.

Against Jonaid Myzyri, SPAK launched investigations into a series of tenders, accusing him of violating equality.

Myzyri appeared several times at SPAK to provide explanations regarding the procedures followed, while always avoiding statements to the media.

SPAK investigated tender procedures during the years 2020-2023, with suspicions that they were conducted without competition, as in many cases only one company participated, and in other cases, companies were unfairly disqualified.

As part of the investigation, SPAK also ordered the seizure of a number of procedures, while the Supreme State Audit Office, during an audit, concluded that the economic damage caused by tender abuses amounts to 2 billion 550 million euros.

The GJKKO imposed two security measures on Myzyri: mandatory reporting and suspension from duty. Later, the GJKKO overturned one of the security measures, that of suspension from duty, while SPAK continued the investigation.

The Special Prosecution Office also accused Myzyri of a tender worth around 2.2 million euros in 2020 for the maintenance of the road segment of around 59 kilometers Rrëshen (Fanit Bridge)-Shpal, Shpal-Qafë Bene-Hadroj and Shpal-Repsit Bridge.

According to SPAK, this Commission, contrary to the law, favored the merger of the companies AEK MUNELLA and DRINI-1, which won the 2.2 million euro tender with falsified documents. In this process, there were complaints from other operators, disqualified by the KPP with the justification that the lowest value offer it had submitted was abnormal.
