Hita emphasized that organized crime is becoming increasingly sophisticated, taking advantage of technology, globalization, and rapid economic and social developments.

The General Director of the State Police, Director Madhor Skënder Hita, has presented the report "Organized Crime and Serious Crime Threat Assessment - SOCTA 2026", describing it as the most important strategic and analytical document for the fight against crime in Albania.

During his speech, Hita emphasized that organized crime is becoming increasingly sophisticated, taking advantage of technology, globalization, and rapid economic and social developments.

According to him, the report, drafted according to Europol's standardized methodology, analyzes criminal groups, their activities, the factors that favor criminal activity and the risk they pose to society.

One of the main innovations of the SOCTA 2026 report is the inclusion of an in-depth analysis of environmental crimes, which according to the State Police constitute a growing threat to the sustainable development, economy and long-term security of the country.

Hita also underlined the importance of international cooperation in the fight against organized crime, emphasizing that joint investigations and operational coordination remain key elements in cracking down on criminal groups operating across state borders.

In his speech, the head of the Police also praised the investment in human resources, mentioning the certification of State Police specialists through the EU4LAW Enforcement project, as part of efforts to increase the professional capacities of the institution.

"The State Police has a clear direction, a modern, professional police force, oriented by intelligence and supported by strong national and international partnerships," Hita declared.

He added that success in the fight against crime is not measured only by statistics or police operations, but also by the level of security that citizens feel and the trust they have in state institutions.

Today we are here not to simply present a report, but to present the strategic instrument that will guide our action against organized crime and serious crimes in the years to come.

In today’s security reality, crime is increasingly organized, sophisticated, and able to exploit technology, globalization, and the opportunities created by rapid economic and social developments.
The “Organized and Serious Crime Threat Assessment – ​​SOCTA 2026” report represents our most important strategic and analytical document.

Through Europol's standardized methodology, we have analyzed criminal groups, their activities, enabling factors and the harm they aim to cause to our society. This process gives us a significant advantage in understanding not only where the threat lies today, but also how it might evolve tomorrow.

An important innovation of this report is the in-depth analysis of environmental crimes. These phenomena, although often less visible than traditional forms of criminality, constitute a growing threat to sustainable development, the economy and the long-term security of the country.

Faced with a crime that operates across borders, our response will be cooperation without borders. Joint investigations and operational coordination remain key elements of our success.

Investing in knowledge and human capital is the safest investment for the future of the fight against organized crime.
The certification of our specialists by the EU4LAW Enforcement project is concrete evidence that we are building a new generation of professionals who will further strengthen the ability of the State Police to face the challenges of the future.
