Analyst Aleksandër Çipa, commenting on Altin Dumani's visit to the US, said that the meeting may have discussed the progress and further development of SPAK. The analyst does not rule out the possibility that the "McGonigal" issue was discussed, but adds that such meetings tend to focus on main issues rather than concrete ones.
" In the institutional plan, it is the consistency of the relations that the most important Albanian justice institution has built with the partner, not only from a diplomatic point of view, but also from an institutional point of view, most important in the construction of a new structure of the justice system in Albania that is related to SPAK, or the system of justice institutions that investigate and try corruption at high levels.
In my opinion, Soros' presence in Albania has passed through official US institutions and has been an organic part of DASH projects. The part of USAID networks in the international space has been a structural part of the US administration, the planned US treasury, and policies that deal not only with influence but also with the supervision of the democratic system.
With the change in approach with the second Trump Presidency, we are dealing with a different situation. We have an internal American political war involving the well-known philanthropist Soros and American legislation. At this moment, we do not yet have legal involvement in what is publicly declared by Trump. We will see how such a thing can affect. In American practice, whenever there is an approach of a political directive, it is not necessarily accompanied by immediate actions of legal structures .
Asked if the "McGonigal" dossier could have been one of the topics, the analyst said on MCN: " I do not rule it out as a possibility, but what I want to believe is that in the White House, more than on concrete issues, what is considered the American institutional point of view on the further progress of SPAK is discussed. In international practice, such visits can be discussed on specific issues, but on main aspects, or issues in which the country that makes the invitation itself is interested. We cannot ignore in this analysis, what Mr. Berisha said, that we do not yet have an official statement, is very important to make an analysis. I think that one of the most fundamental issues that I believe conveys American interest in this visit, why not, has to do with the progress and further developments of the institution that he leads, because he is at the end of his legal mandate, as chairman of SPAK ."
