The Prosecutor General, Olsian Çela, reported this Monday to the Laws Committee on the activity of the Prosecution for 2025, presenting data showing an increase in the number of criminal proceedings and the crime rate in the country.
According to Çela, during 2025, general jurisdiction prosecutors handled over 66 thousand materials under review, or 8.55% more compared to the previous year.
According to the report, the Tirana Prosecution Office has the highest concentration of proceedings, with 36.62% of the total, followed by Durrës with 9.5%. Korça, Shkodra and Fier each represent around 7% of proceedings, while the lowest number is recorded in Kukës and Dibër, with around 2%.
The Prosecutor General also announced that the crime rate, calculated on the basis of registered proceedings per 100,000 inhabitants, has increased. In 2025, this indicator reached 1,145, compared to 1,037 in 2024.
Regarding the nature of the criminal offenses, 76% of the proceedings are related to crimes, while 24% are related to criminal offenses. The category with the highest number of proceedings remains that of offenses against public order and security, which constitutes 33% of the total and has marked an increase of 13% compared to the previous year.
Theft of property accounts for 21% of registered proceedings, although they have suffered a decrease of 2%. Meanwhile, criminal offenses against the family represent 7% of the total, with an increase of 2%.
The most significant increase was recorded in criminal offenses that violate the legal regime of land, which account for 8% of proceedings and have increased by 51% compared to 2024. While offenses against the destruction of property and those against health each account for 3% of registered proceedings.
"A total of over 50 thousand proceedings were followed, which constitutes an increase of 5.35% compared to 24. Over 27 thousand of them are registered criminal proceedings, 8.5% compared to 2024. There were also over 22 thousand proceedings carried over, and 184 are resumed proceedings.
The highest number of proceedings was recorded by the Tirana prosecution with 36.62%, followed by Durrës with 9.5%, Korça, Shkodra and Fier with 7%, and the lowest number of proceedings were recorded by Kukës and Dibra with about 2% of the total.
