Jared Kushner's grandiose projects in the Balkans are clashing with the realities of doing business in the region.
Affinity Partners, the private equity fund owned by Donald Trump’s son-in-law, this week scrapped plans for a luxury hotel in Serbia due to political tensions surrounding the project. In Albania, a proposal to transform an isolated island in the Adriatic is moving forward, even as the country is mired in a series of corruption scandals that threaten to undermine the government.
Trump Tower in Belgrade has been a major investment for Serbian President Aleksandar Vucic, whose political party pushed for special legislation to remove any obstacles, even as it gave new impetus to protests against him that have been ongoing for more than a year.
Meanwhile, the largest single Western foreign direct investment of Albanian Prime Minister Edi Rama's 12-year rule is part of his determination to prove that the country is open to big foreign money.
The government in Tirana says the green light work on the $1.4 billion luxury project is critical to transforming what was once an isolated, backward country into a tourist destination that rivals neighboring Greece. The legacy of more than four decades as Europe’s most isolationist dictatorship is hard to shake off, even in a country that is now among the most pro-American in the world.
The special prosecutor's office has opened investigations into major infrastructure projects in Vlora, the municipality where the development is planned. They involve a new international airport and a highway tunnel.
"This project is not just 'another resort,'" said Julian Adili, the executive director of the Albanian state's state development and real estate agency, in an interview at his office in downtown Tirana late last month. He said "this is one of the most ambitious investments in recent years in Albania, with the potential to change the international perception of the country."
Missed opportunity
Affinity said in a statement that projects like the one in Belgrade "should unite rather than divide" and withdrew out of respect for the people of Serbia. The decision also came after a government official who helped pave the way for the development was indicted.
Vučić blamed activists for disrupting the plans.
"Disa kombe janë padyshim më të gatshme të kuptojnë vendimet e udhëheqjes së tyre sesa ato në Serbi. Shqipëria tani do të marrë vëmendjen dhe publicitetin sepse "e gjithë familja Trump do ta lavdërojë projektin", tha ai, duke shtuar "ne serbët jemi mjeshtra të mundësive të humbura".
Kushner planifikon të ndërtojë një vendpushim luksoz së bashku me një marinë në ishullin e Sazanit, një ish-bazë ushtarake shqiptare. Interesi i tij fillestar lindi nga një vizitë në Shqipërinë vitin 2021.
Një zëdhënës i Affinity tha se heqja dorë nga planet në Serbi "nuk ka asnjë ndikim" në Shqipëri. Asher Abehsera, CEO i Affinity Global Development, nuk iu përgjigj kërkesave për koment.
Ky vit solli një numër të paparë hetimesh për projekte dhe zyrtarë të nivelit të lartë në Tiranë, përfshirë disa nga bashkëpunëtorët më të ngushtë të Ramës.
Ashtu si pjesa më e madhe e rajonit, Shqipëria ka luftuar për t'u çliruar nga korrupsioni. Në indeksin e fundit vjetor të korrupsionit të Transparency International, ajo renditet e 80-ta. Ky ishte një përmirësim krahasuar me vitin e kaluar dhe mbi Serbinë, Hungarinë dhe Ukrainën, por ende poshtë Bullgarisë, e cila u trondit së fundmi nga protestat.
Muajin e kaluar, zyra e prokurorit special, e njohur si SPAK, paditi Belinda Ballukun, e cila është ministrja e infrastrukturës dhe energjisë dhe zëvendëskryeministrja e Ramës. Akuzat ishin për "shkelje të barazisë së pjesëmarrësve në tendera ose ankande publike", të kryera dyshohet se në bashkëpunim me zyrtarë të tjerë.
Ajo është zyrtarja më e lartë nga rrethi i ngushtë i Ramës që përballet me akuza. Disa drejtues të tjerë të agjencive dhe anëtarë të komisionit të prokurimit u paditën gjithashtu nën të njëjtën akuzë dhe janë nën arrest shtëpiak.
Balluku u pezullua nga rolet e saj në kabinet dhe u ndalua të largohej nga vendi. Ajo mohon çdo shkelje, duke thënë se akuzat ishin një "shpifje, insinuata, gjysmë të vërteta dhe gënjeshtra". Ajo premtoi të bashkëpunonte plotësisht me autoritetet.

Kryebashkiaku i Tiranës, Erion Veliaj, një tjetër aleat i ngushtë i Ramës, u arrestua më parë gjatë vitit me akuza për korrupsion, pastrim parash dhe fshehje pasurie.
Ndërsa kryeministri i mirëpriti hetimet, ai paralajmëroi se është kundër "dënimit në gjykatën e politikës ose medias". Ai e kritikoi pezullimin e Ballukut si një "ndërhyrje të hapur" në degën ekzekutive që pengon aftësinë e qeverisë për të funksionuar.
"Qëllimi fisnik i luftimit të korrupsionit nuk justifikon përdorimin e ndonjë mjeti të gabuar", tha Rama. Zyra e tij nuk iu përgjigj kërkesave për një intervistë ose koment për këtë artikull.
SPAK is also investigating Vlora International Airport, one of Albania's major infrastructure projects, with a focus on its concession contract.
The airport was supposed to be operational over the summer to cater to record numbers of tourists. During a visit in March, Rama called the airport “a reflection of our ambition.” Instead, the final phase of construction has been suspended.
The airport will also eventually serve Kushner's luxury island resort. Albanian officials say the project will not be hindered by any of the investigations.
"Albania is becoming more and more famous in the world because of this investment," said Agron Shehaj, an entrepreneur who founded the opposition Opportunity Party last year. "The only thing we need is transparency about this. This is in everyone's interest."
Indeed, transparency has been a problem in Albania. Since the collapse of dictator Enver Hoxha's regime in the early 1990s, it has undergone an unprecedented real estate boom that stretched from the capital to the coastline, changing its image as isolated and underdeveloped.
However, the abundance, along with drug trafficking, also fueled corruption. Rama managed to get the country off the Financial Action Task Force's grey list in 2023, after tightening money laundering rules and improving law enforcement.
Rama's main rival, Sali Berisha, who has led the Democratic Party since 1990, has been sanctioned by the United States and the United Kingdom for involvement in corruption. He is also under investigation in his own country. Berisha denies all wrongdoing.
Sazani has also had its problems. A small number of soldiers still live on the island, passing the time while watching tourists tour abandoned military buildings. Police earlier this year discovered more than 3,000 liters of fuel suspected of being used for drug trafficking, local media reported. No charges have yet been filed.
Now is Albania's chance to put this behind and move forward, and it starts with Kushner's project, Adil said at the state real estate fund in Tirana.
If successful, "it will pave the way for other international investments in Albania in tourism, infrastructure and hospitality," he said.
