Former Minister of Economy, Genc Ruli, testified at the Special Court Against Corruption and Organized Crime in the trial related to the "Partizani" file, where the defendants are former Prime Minister Sali Berisha and his son-in-law, Jamarbër Malltezi.

In his statements, Ruli focused on the functioning of state institutions during the period when the property issue was addressed, clarifying the role of the Ministry of Economy, relations with the Ministry of Defense, and the procedures followed for the privatization of state properties.

According to him, the ministry he headed had a mainly supervisory and preparatory role in the privatization processes. He said that at that time, the government that emerged from the 2005 elections had as its objective the protection of the interests of the former owners, by recognizing them the right of pre-emption for state-owned properties.

Ruli stated that he was aware that the property for which the process was being conducted was private property. He said that he had received people interested in the case in his office, with the aim of hearing their claims and positions.

During his testimony, he also mentioned contacts with Albert Xhani, former director of the Partizani sports club. Ruli indicated that he had held several conversations with him regarding the future of the process.

According to him, on two occasions he had informed Xhani that the proceedings would end in favor of the former owners. He also expressed his belief that those who intended to take the property would use it for construction development.

Ruli said that he had met the people involved in the case in his office, while official communications had only taken place with the Minister of Defense. He added that in the early stages he had not heard specific names of individuals connected to the property, but only the name of the Partizani sports club.

Following his testimony, the former minister explained the steps taken by the Ministry of Economy after taking office. He said that in October 2005, he had sent a letter to line ministries, requesting an inventory of state properties and verification of whether there were any claims or requests from former owners.

According to Ruli, the Ministry of Defense was among the institutions that reacted fastest to this request. He highlighted the fact that the then Minister of Defense, Fatmir Mediu, had responded to the properties that were outside the army deployment plan.

SPAK prosecutors also asked the witness about the time difference between the Ministry of Defense's request and the Ministry of Economy's response. According to the data presented at the hearing, the request was made in November 2005, while the response from the Ministry of Economy was sent in 2007.

On this issue, Ruli argued that the state administration and legislation of the time functioned at a slower pace than today. He said that processes took time and that institutions faced numerous organizational and legal difficulties.

According to him, under the conditions of that period, a deadline of seven to eight months for returning responses was considered fast. Ruli emphasized that it was not possible for legal and administrative problems to be resolved within a short time.

In his testimony, he also spoke about the role of the Municipality of Tirana. The former minister stated that he had learned from official documentation that the municipality had changed the destination of the property related to this issue.

Ruli also acknowledged that cooperation between state institutions was not always easy. He said that privatization processes were prolonged due to the large number of agencies and institutions that had to provide opinions, approvals or documentation.

To avoid delays and speed up procedures, he recalled that he had proposed assigning special employees to the institutions involved in these processes. According to him, this would help in faster coordination of administrative actions and reduce the time needed to complete privatizations. /Pamphlet/
