The Democratic Party has reacted to the violence that 3 people inflicted on the owner of a hotel in Ksamil, while the conflict arose over the administration of tents on the coastline.
In a reaction, Dorjan Teliti holds the state responsible for the conflict, while calling on institutions to take responsibility.
He states that government policies and state decisions that are not well studied and that often do not adapt to the reality on the ground, create such conflicts and uncertainty not only among businesses but also among citizens.
"I strongly condemn the violence used, as any dispute, regardless of its nature, is never resolved through strife and violence. This is a clear and unchangeable starting point."
But let's dig a little deeper: who caused this conflict in the first place? The answer leads us directly to the state and its laws. Since last year, hoteliers have been given the right to own their own beach umbrellas. This measure, while it may have had good intentions, neglected the existing reality.
For 13 consecutive years, a bar operated, which was equipped with a permit on that part of the beach to place umbrellas, having a consolidated multi-year activity with its umbrellas.
When the hotel owner requested the vacate of the space (in compliance with the law), he was faced with "legitimate resistance" from the bar owner, who had a 13-year history of state-permitted use of that area.
This situation highlights a serious problem: "the lack of long-term planning and coordination on the part of the authorities."
How can new laws be enacted and implemented without taking into account existing investments and activities, which have been developed precisely with the blessing and permission of the state itself? This ambiguity and sudden change of rules is a constant source of conflict and uncertainty for business.
"It is time for the state to take its responsibilities and avoid creating situations where citizens and businesses are forced to clash with each other due to hasty and uncoordinated decisions. The violence in this case was a consequence, but the cause is often deeper and requires political and administrative solutions," said Teliti.
