On April 2, 2026, Mark Ndoc Molla, convicted of theft, was appointed Administrator of the "Luigj Gurakuqi" University of Shkodra, by order of the Minister of Education, Mirela Kumbaro, over 4 members of the Board, representatives of the ministry who constitute the majority of votes on the board.
This majority of the ministry on the board did not implement the law on decriminalization and the law on the integrity of civil servants, appointing Mark Molla as the Administrator of the University, despite a court decision sentencing him to 8 years in prison for theft of public property.
They implemented the order of Minister Mirela Kumbaro, and Mark Hajduti has begun the economic and financial administration of the University of Shkodra, but a constitutional control institution has the obligation to investigate his appointment to this position.
It is the Commissioner for Civil Service Supervision, whom Law No. 152/2013 obliges to guide and oversee the creation of an administration with civil servants based on merit, moral and legal integrity, and a clean image, and to seek the removal of those who do not meet these criteria.
The administrator of the University of Shkodra, Mark Molla, has lost his integrity by court decision, and even legally does not have the trust and security to administer the funds of the University of Shkodra, because he is sentenced to prison for theft of public property.
We would like to remind the Chief Commissioner for Civil Service Supervision, Lefterie Lleshi (Luzi), that Mark Molla was selected and appointed as the number two of the University of Shkodra, by personal and clientelist political order of the Minister of Education, Mirela Kumbaro, through the majority members of the board, representatives of the ministry that are subordinate to her.
Based on this fact, it is the obligation of the Commissioner for Civil Service Oversight to investigate the illegal appointment of convicted thief Mark Molla to the position of economic and financial administration of the university.
According to Article 14 of Law No. 152/2013 "On Civil Service", the commissioner oversees the legality of the selection and appointment of senior civil servants in the public administration through competitions, as the convicted Mark Molla was selected and appointed.
The Commissioner does not have the authority to suspend or dismiss civil servants and managers in the public administration, but according to the law he is obliged to inspect appointment documents and conduct a full investigation according to the Code of Administrative Procedures.
When violations of the law in selection and appointments are found during the investigation, the commissioner requests the application of the law in each case, recommending the annulment of the decision to appoint the director.
