Gazment Oketa, former Minister of Defense and former Deputy Prime Minister in the DP governments, was the next witness called by SPAK in what is known as the "Partizani" affair, where former Prime Minister Sali Berisha and his son-in-law, Jamarbër Malltezi, are also defendants.

Oketa was questioned by SPAK prosecutor Enkeleda Millonai regarding the procedures followed for the privatization of the facilities of the 'Partizani' sports club, as he stated that the Ministry of Defense had no intention of stopping the process or blocking it.

"The Partizani Club, as far as I know, was administered by private individuals and had almost no place in the discussions or meetings of the Ministry of Defense," he said.

Asked about the initiation of the implementation of the Council of Ministers' decisions regarding property during the time he headed the Ministry, he emphasized that he was not directly involved in this issue, arguing that the Ministry of Defense had no functional role as a sports institution or such property administrator.

"I was the Minister of Defense and not the Minister of Sports. For us, this issue had no special place," he declared.

Enkeleda Millonai: During which period were you Minister of Defense and what functions did you hold before and after?

Gazmend Oketa: Previously, I was Deputy Prime Minister and later Minister of Defense, later I was a member of parliament.

Enkeleda Millonai: What was Sportklub Partizani?

Gazmend Oketa: In terms of security, the Partizani club had zero interest, because it had nothing to do with the Armed Forces and the defense of the country. To my knowledge, it was administered by private individuals. In almost none of the discussions or meetings, I remember there being a voice for this club to occupy a special place in the Ministry of Defense.

Enkeleda Millonai: You said that there was no interest in the Ministry of Defense, but with a 2008 VKM for the transformation of sports clubs into joint-stock companies. You were the Minister of Defense and later Arben Imami took measures to implement the VKM. Have you taken actions for implementation?

Gazmend Oketa: The Minister of Defense is not a sportsman. The Partizani Club in my memory was a private club. We did not have special care for a club that had nothing to do with the Ministry of Defense, because a club was not made up of buildings, but of people and those who had powers.

Enkeleda Millonai: Based on the law on state immovable property, regarding the property that was under the Ministry of Defense, you are interested in administering it according to legal provisions.

Gazmend Oketa: This issue was raised when the practice of returning properties to former owners was introduced. When it was presented to my office, the practice had been concluded in all institutions and the Ministry of Defense did not allow anyone to block this process.

Enkeleda Millonai: Who had this property in the inventory?

Gazmend Oketa : If you go to the Ministry of Defense website, when Nano was prime minister, there was a VKM, according to which the Partizani club was excluded from the property inventory and that it was ordered to be registered. But the procedure for registering the property was still ongoing because it has not yet been completed. The property, in my memory, had claims from the military that it had not been registered. Therefore, there was a VKM to follow the procedure to register and return the property to the former owners. The Partizani club was not a priority of the Ministry of Defense, nor was it mine.

Enkeleda Millonai: Have you authorized any military personnel to be part of the evaluation committee?

Gazmend Oketa: I don't remember. An official communicates with official documents and they are there. If there is such a practice that was signed by me, I swear to God. But I don't remember having authorized any military person to be part of the assessment group. Of course, the Ministry of Defense has had 12 thousand civilian and military personnel from the beginning. I have delegated powers. Because in every position I think that work is done collectively. I am one of those politicians who have delegated powers, because I thought that those persons should have been collaborators of the minister.

Enkeleda Millonai: The order you signed to deliver to the support command, are you familiar with any document?

Gazment Oketa:  Every person who had the duty to follow this practice has signed and in the end has come to me. After 1990, many properties of the Ministry of Defense turned out to be redundant and many properties are removed from the distribution plan because the army does not need them. In this case too, the same practice has been followed. It is not the only property that has been returned. Because when a property is removed from the distribution plan, the state uses it for its own interests if it has no owners.
