Efforts to solve and end the phenomenon of begging have not only failed to find a solution, but have also been lukewarm in addressing it. The exploitation of children for alms today constitutes an illegal phenomenon to which people turn a blind eye.

Ironically, only the cases of fatalities that make noise and slap society in the face in their general indifference receive attention.

This is the fatal case of a 7-year-old child who was begging on the street. In the chronology of the event, the driver initially gives the child a few pennies to help him.

The minor drops money in front of the car and the driver does not see his movement. At the moment the traffic light opens, unfortunately he starts moving and hits him. And behind him, another vehicle runs over the minor's body, causing the injuries to be fatal.

The first car stops and takes him to the hospital to give him first aid, but the efforts are not enough. The minor dies in the hospital.

This is just one of many cases that occur with children living in street conditions, but it is more prominent because of the great media attention it received.

"That child should have been in school, should have been in kindergarten, because he was 7 years old. He wasn't there. A two-sided tragedy, no parent wants to take their child out on the road, no driver will run over any child," said Franco Velia, General Secretary of Roma Versitas Albania.

"When we talk about accidents, we are not just talking about accidents like the last case, which are rare cases, but we are talking about the literal destruction of these children's childhood ," said Altin Hazizaj, Director of the Center for the Protection of Children's Rights.

" The fact that they are on the streets and intersections of the city directly endangers their lives, considering how traffic works ," said former prosecutor Eugen Beci.

The dangers to children in street conditions are very diverse. Even the Tirana prosecutor herself, Alma Bramo, who is investigating the tragic case of the 7-year-old who lost his life, affirmed this in an interview with Inside Story.

"It is dangerous, very dangerous, because a child who begs is exposed to many dangers. He can become the object of violence, he can become the object of exploitation. He can become the object of all the misfortunes and exposures that the road brings. You said that there have also been fatalities ," said Alma Bramo, prosecutor.

If the prosecutor raises the alarm based on the cases she has followed in her duties, specialists put their finger directly on the wound, as they analyze the motives that have influenced the increase in the number of children being exploited.

"The numbers of children and what is the most disappointing part, the numbers of children instead of being reduced or eliminated, in fact the numbers, especially over the last two years, show an increase in the phenomenon ," said Altin Hazizaj, Director of the Center for the Protection of Children's Rights.

"The situation of the begging phenomenon has lasted for years and over time has become more and more apparent and as a result of several factors and problems that the Roma minority faces ," said Franko Velia, Secretary General of Roma Versitas Albania./ InsideStory
