Crisis for the president in Kosovo, former ambassador Çejku: The parties

The political impasse over the election of Kosovo's new president can only be resolved through political will and accountability, avoiding the cost of early elections that would produce the same result. This was stated by former ambassador Arben Çejku, who stressed that mathematically there is a 98% chance of electing the president, but added that everything depends on the ability of political parties to overcome narrow interests.

In an interview for the show "Të Pashoq", on Pamflet's YouTube channel, former ambassador Çejku said that if Prime Minister Albin Kurti and the leaders of the opposition parties show themselves to be responsible, then the election of a new head of state is completely achievable.

He stressed that going to the polls again would simply be a waste of money and energy for the people of Kosovo, plunging the country into the same cycle of crisis. Such a scenario, he warns, completely degenerates the seriousness of a state.

Asked about a possible re-nomination of Vjosa Osmani, the analyst expresses skepticism. He argues that Osmani is seen more as a “party political figure than a presidential figure,” adding that the way her mandate was managed by the Kurti government politicized the institution of the presidency. According to him, if she were a consensual figure, she would have already been elected without having to go through these blocking circumstances. For this reason, her return would not add credibility to the process.

Excerpt from the interview:

-Why are we here? You mentioned the part of the president of Kosovo. Do you believe that he will be elected or will he go again for the umpteenth time in a short time in new elections in Kosovo?

Arben Çejku : Let's put it bluntly. There are 98 possibilities to elect the president. There are only two possibilities not to elect him. Which means, uh, if there is political will, there is political responsibility from Mr. Kurti and the leaders of the three other opposition political parties, absolutely that the possibility of electing the new president or president, it could even be a woman, of Kosovo, is unquestionable. So, uh, there are figures who can fulfill the criteria for a dignified president, for a dignified presidency. uh, they can save the people of Kosovo not just money, but they can also save their energy and another political struggle to come to more or less the same result that they have and to have the same cycle of crisis again, because if they go to extraordinary elections in 45 days, what will be the result? Uh, add two plus minus two, right there we will have more or less this figure and we will have the same discussion again. So we do not have all the votes, but if we do not give him the vote, he will not be able to get 80 votes and this cycle will continue and this degenerates, it does not reduce its seriousness, but it completely degenerates the seriousness of a state. Therefore, my call is for each political party to take a step back, from giving up party candidacy and sincerely unite around a president, even if it is a technical president, as little political as possible.

- In your opinion, who would be a candidate that could be inclusive, universally accepted, and potentially good for Kosovo?

Arben Çejku : Look, since I have served and know most of the people who really have credibility to serve as president or presidents of Kosovo, I can't mention names because I create a... no no it doesn't suit me, personally it doesn't suit me to say that this person or that person. But in principle, uh, it's very simple if Mr. Kurti or others draw the identity of the president they want. Who will be the president they want? So he should be an apolitical president, okay. He should be a figure, uh, generally academic and a person who is engaged in public. He should be a figure who has followed the developments and built...

-Are you in favor of Vjosa Osmani's re-election?

Arben Çejku: ...the state. I don't believe it, because the way she managed her presidency, that is, the way Mr. Kurti postponed or ended her mandate, I see Mrs. Osmani more as a political party figure than as a presidential figure. I think that she herself does not see a return, because a return is not something that would give her much credibility because if it were like that, she should have been elected, there was no need to come to these circumstances. There could have been other figures, there could be, there could be other non-political figures, because the fact that Mrs. Osmani was a party, political figure, in a way politicized the presidency to some extent. So from time to time...

-Yes, it was still dominant on the outside stage, for example.

Arben Çejku : Yes, of course, it was dominant because it is the position of president itself that gives you the opportunity for international contacts.
