Kosovo in political crisis, will Vjosa Osmani return to the Presidency?

"Ms. Osmani's political life , the dignity, the responsibility with which she has represented citizens in each institutional position and recently over 300 thousand votes of Kosovo citizens... Vjosa Osmani should be the new president of the Republic of Kosovo ," Prime Minister Albin Kurti declared in 2021.

On 4 April 2021, the Assembly of Kosovo elected Vjosa Osmani as president with 71 votes, for a five-year term, as the candidate proposed by the Vetëvendosje Movement. The quorum was also secured by the Democratic League of Kosovo, although the latter was in opposition.

However, the political relationship between Osmani and Kurti changed over the years. As the end of his term approached, Osmani publicly expressed his ambition for a second term, but this time he did not receive the support of Vetëvendosje, which did not propose him as a candidate at all.

Prime Minister Kurti justified this stance by the lack of the necessary votes in the Assembly, arguing that Osmani would not be able to secure the necessary 80 votes in the first stages of voting. In her place, Vetëvendosje proposed other names, such as Glauk Konjufca and Fatime Kollçaku.

The March 5 session, which was also the constitutional deadline for electing the president, failed due to a lack of quorum, after the opposition left the hall. The Speaker of the Assembly, Albulena Haxhiu, declared the session closed, but not concluded.

The following day, on March 6, Osmani decreed the dissolution of the Assembly, arguing that the representatives “decided to take the country to elections.” She emphasized that “ I am fulfilling my constitutional obligation… it is a great misfortune that the deputies did not choose the interest of Kosovo.”

However, about a month later, the Constitutional Court overturned this decree, declaring it without legal effect and setting April 28 as the deadline for electing the president.

Efforts to reach an agreement between the parties failed to yield results. Prime Minister Kurti accused the opposition of blocking the process, and then proposed that it bring forward three names for a consensual president.

This offer was rejected by the Democratic Party of Kosovo. Its leader, Bedri Hamza, declared that “what we saw was not reflection, but a change in the form of manipulation,” adding that Kurti “is asking for submission, not cooperation.”

On the other hand, the leader of the LDK, Lumir Abdixhiku, left open the possibility of a political agreement, stating that "Vjosa Osmani could also be" a candidate, but first requesting securing votes and an agreement between the parties.

Meanwhile, voices within Vetëvendosje, such as Arbër Zaimi, have questioned Osman's ability to unify the political spectrum.

According to the Constitution, the president is elected with two-thirds of the votes in the first two rounds, or with 61 votes in the third round, but with the condition that at least 80 deputies are in the hall. This makes an agreement between the parties necessary, since none of them alone has the necessary votes.

The constitutional deadline for electing a president is April 28. If a solution is not reached by then, the country will go to new elections within 45 days.

Meanwhile, on April 4, the Speaker of the Parliament, Albulena Haxhiu, took office as acting president, in accordance with the Constitution. /Klan Kosova
