The Ombudsman, Endri Shabani, presented the institution's annual report for 2025, highlighting a series of problems in the functioning of institutions in the country.
Referring to the fire that broke out in a building near the QSUT, he emphasized that the event has highlighted the lack of preparation of state structures for emergency situations.
"From our preliminary investigation, we have identified problems with the local government. We have established a Task Force to investigate the safety of housing in the capital. We have called on the Municipality of Tirana to immediately house residents through social housing programs ," said Shabani.
In the published report, the Ombudsman highlights some of the main concerns of citizens and the most prominent problems in institutions.
"Our institution receives the highest number of complaints about the Cadastre. Citizens also expect compensation for the 2010 floods. Citizens wait an average of 4 years for a court decision. Prisons are overcrowded. The treatment of minors in protests is worrying. They have been questioned at police stations without their parents present. Services in the administration have become more difficult due to digitalization ," the report's findings state, among other things.
The report highlights problems in several key sectors, from justice to public administration, raising concerns about the functioning and citizens' access to basic services.
