Prime Minister Edi Rama stated that the "Smart City" project was conceived as an institutional response after the murder of student Martin Cani, an event that shocked the country near the "Fan Noli" school.
During the presentation of the project, Rama said that the new technological system aims to increase crime prevention capacities, emphasizing that such a mechanism could help protect children who may be exposed to danger.
"Today everyone has forgotten the tragic murder of a student at Fan Noli School, which shocked the entire country and created a psychological situation with the different versions of the event, the extreme politicization of death, and the bloody journalism."

I remind myself every day of this project, which is our response to that tragedy. A country is measured by how it reacts to everything that happens. Our reaction in this case is a system reaction.
"It would enable many children, who could potentially be at risk one day, to not have any consequences, because this systemic reaction would leave behind a sophisticated technological mechanism. It would enable prevention to be raised to another level," Rama said.
