The DP Parliamentary Group says that citizens' concerns about projects in protected areas are also reflected in the latest resolution of the European Parliament.
The DP Parliamentary Group requests an urgent interpellation with Prime Minister Edi Rama. The request was filed in the Assembly with the signature of the group's chairman, Gazment Bardhi. Meanwhile, a day earlier, when the plenary session was held, the Prime Minister appeared in the Assembly, but in the meantime, the DP deputies had abandoned the session, as previously several debates and 'protests' regarding parliamentary procedures took place in the Parliament hall.
At the request of the DP, politically unaffiliated citizens have organized massive and peaceful protests, prompted by the lack of transparency over a development project in a protected area. The protesters have raised concerns about misgovernance, abuse of power, corruption, lack of transparency in certain projects, and lack of services to citizens.
In the document filed in the Parliament, it is stated that citizens have articulated five main demands: the resignation of the government, the repeal of the legal framework for strategic investments, the repeal of the legal framework for the "Mountains Package", the annulment of the changes to the law on protected areas, and the annulment of the changes to the law on cultural heritage.
The DP argues that these concerns have also been reflected in the European Parliament. The request mentions the resolution adopted on June 17, 2026 on the European Commission's report on Albania for 2025, which, according to the material, expresses regret for the extension of the law on strategic investments and requests the repeal of the 2024 amendments to the law on protected areas.
In the same resolution, according to the DP, concerns are raised about developments in the Vjosa-Nartë protected area and a moratorium is requested on new permit procedures, construction works and development interventions in protected areas, until compliance with European Union standards is guaranteed.
In this context, the DP Parliamentary Group requests that the Prime Minister inform the Parliament on the measures taken by the Council of Ministers to address the concerns identified in the European Parliament resolution and raised by the protesters.

Sikurse jeni në dijeni prej datës 31 Maj 2026 e në vijim, në Shqipëri, qytetarë të paanagazhur politikisht, kanë thirrur protesta masive, që morën shkak nga mungesa e plotë e transparencës mbi një projekt zhvillimi në një zonë të mbrojtur. Prej ditësh tashmë masivisht qytetarët marrin pjesë dhe mbështesin këtë protestë paqësore, duke ngritur shqetësime që lidhen kryesisht me keqqeverisjen, abuzimin me pushtetin, mungesën e transparencës në projekte të caktuara, korrupsionin, apo mungesën e shërbimeve ndaj qytetarëve.
Ndër të tjera, qytetarët kanë paraqitur disa kërkesa që kërkojnë adresim të menjëhershëm, sepse janë të bazuara. Konkretisht, qytetarët kanë paraqitur 5 kërkesa, që përfshijnë:
1. Dorëheqjen e Qeverisë;
2. Shfuqizimin e statusit dhe kuadrit ligjor për investimet strategjike;
3. Shfuqizimin e kuadrit ligjor për Paketën e Maleve;
4. Anulimin e ndryshimeve në ligjin për zonat e mbrojtura;
5. Anulimin e ndryshimeve në ligjin për trashëgiminë kulturore shqiptare.
Është evident fakti që zëri i qytetarëve është dëgjuar nga isntitucionet europiane, ku së fundmi në seancën plenare të Parlamentit Europian, shumë eurodeputetë kanë diskutuar mbi zhvillimet në Shqipëri nisur nga protesta masive e qytetarëve.
Vetë Parlamenti Europian, në datën 17 Qershor 2026, ka miratuar Rezolutën P10_TA(2026)0217 “Mbi raportin e Komisionit Europian për Shqipërinë për vitin 2025”. Ndër të tjera, në këtë Rezolutë, parashikohet se Parlamenti Europian:
Shpreh keqardhje të thellë për faktin se Ligji i Shqipërisë për Investimet Strategjike i vitit 2015 është zgjatur, duke pasur parasysh se dispozitat e tij mundësojnë procedura të përshpejtuara të dhënies së lejeve dhe reduktim të kontrollit mjedisor, gjë që rrezikon të ketë ndikime negative mbi zonat e mbrojtura dhe zona të tjera me ndjeshmëri të lartë mjedisore. Kërkon shfuqizimin e ndryshimeve të vitit 2024 në Ligjin për Zonat e Mbrojtura, të cilat lejojnë zhvillimin e infrastrukturës turistike në shkallë të gjerë brenda zonave të mbrojtura dhe transferojnë kompetenca kyçe të qeverisjes dhe vendimmarrjes te Këshilli Kombëtar i Territorit, duke dobësuar kështu mbikëqyrjen mjedisore.
Thekson se Komisioni Evropian e ka paralajmëruar Shqipërinë kundër veprimeve që mund të ndikojnë negativisht në rrugën e saj drejt anëtarësimit në Bashkimin Evropian, në kushtet e protestave të vazhdueshme kombëtare lidhur me një projekt zhvillimi luksoz në shkallë të gjerë, i cili kërcënon një zonë të mbrojtur natyrore ku jetojnë flamingot, fokat dhe ku ndodhen vende folezimi të breshkave. Mbështet kritikat e Komisionit në këtë drejtim dhe kujton se përafrimi me legjislacionin mjedisor të Bashkimit Evropian, përfshirë Direktivën për Shpendët dhe Direktivën për Habitatet, është një kusht paraprak për anëtarësimin në BE.
Expresses serious concern that ongoing developments within the Vjosa-Nartë protected area demonstrate the concrete consequences of these legal changes and the risks they pose for areas of recognised ecological value. Follows closely the large-scale and peaceful protests taking place in this context. Calls on the Albanian authorities to immediately impose a moratorium on all new permit procedures, construction works and development interventions within protected areas, until the incompatible provisions of the amended Law on Protected Areas have been repealed, in line with the long-standing requests of the Commission and the European Parliament and in line with the final standards of Chapter 27, and until full compliance with European Union standards for nature protection is ensured. Underlines that any project in this area should be subject to full environmental impact assessments, in full compliance with EU standards, including a transparent public consultation process with local communities, scientists and civil society.
Under these conditions, in order to provide information and explanations regarding the concerns above, in the conditions when the demands of the protesting Albanian citizens have been found to be justified even by the European Parliament itself, in support of Article 80, point 1, of the Constitution and Article 97, point 1, of the Rules of Procedure of the Assembly, the DP Parliamentary Group has requested the development of an urgent interpellation with Prime Minister Edi Rama, in the first plenary session, to inform the Assembly on the measures taken by the Council of Ministers to address the concerns identified in the European Parliament Resolution for the 3 points above, which also turn out to be demands of the citizens who have been peacefully protesting for about 3 weeks.
