The Chairwoman of the Committee on Culture, Tourism and Diaspora, Ina Zhupa, stated that the majority has rejected with seven votes against her request for the inclusion in the draft calendar of works of the legal initiative to repeal Law No. 21/2024 on protected areas.
According to Zhupa, the draft law was submitted by her on May 14, while the majority refused to include it in the parliamentary work calendar until the end of July.
The Democratic Party MP stated that this decision shows that the majority has no will to discuss or repeal the law, as, according to her, it serves planned projects in protected areas.
Zhupa argued that Law No. 21/2024 has created the opportunity for construction development in these areas, weakening their level of protection. She also linked the majority's position to the projects presented in the book "The Albanian Files", promoted by Prime Minister Edi Rama as the vision for the development of tourism in Albania.
"The reason is clear: repealing the law would disrupt plans to concrete protected areas. Precisely those projects that are promoted in the book "Albanian Files", proclaimed by Edi Rama as the vision for the future of Albanian tourism, with villas, resorts and buildings in the heart of protected nature," she emphasizes.

Today, in the Committee on Culture, Tourism and Diaspora, I requested that the draft work calendar include for consideration my initiative to repeal Law No. 21/2024 on protected areas, which I submitted on May 14.
The majority representatives voted 7 votes against and refused to put it on the calendar until the end of July. A decision that clearly shows that they do not want a debate, let alone the repeal of this law.
The reason is clear: repealing the law would disrupt plans to concrete protected areas. Precisely those projects promoted in the book "Albanian Files", proclaimed by Edi Rama as the vision for the future of Albanian tourism, with villas, resorts and buildings in the heart of protected nature.
Law 21/2024 opened the door to construction in protected areas, weakened the protection of our natural assets, and put biodiversity, landscapes, and the future of sustainable tourism at risk. Therefore, it must be repealed as soon as possible.
