"This is the most challenging chapter of the negotiations and the most challenging aspect of our EU membership," Prime Minister Rama declared in August 2028.

The chapter is so challenging that the government has given up, requesting 'extra time' from the European Union on a number of environmental issues.

Albania has requested a transitional period to be exempted from the full application of Article 4 and Annex II of Directive 2016/2284 on the reduction of national emissions of certain atmospheric pollutants until 2036 or for a period of 6 years after the date of accession to the EU.

Albania is asking for even more time from the "union" in terms of legislative and implementation obligations on the ground to guarantee the quality of drinking water.

The EU takes into account that Albania has requested a transitional period to be exempted from the full application of Articles 5, 14 and Annex I, Parts A and C of Directive (EU) 2020/2184 on the quality of water intended for human consumption until 2040 or for a period of 10 years after the date of accession to the EU.

With the goal of the country's membership in the European family in 2030, the government is requesting another 10 years to fulfill all obligations for the management of product packaging waste.

Albania has requested a transitional period to be exempted from the full application of Articles 50 and 52 of the Packaging and Packaging Waste Regulation (EU) 2025/40, until 2040 or for a period of 10 years after the date of accession to the EU.

Wastewater treatment remains an even greater challenge that Albania cannot meet before 2050.

The EU takes into account that Albania has requested a transitional period to be exempted from the full application of Article 3(1), Article 4(1), Article 5(2), Article 6(1) and Article 7 of the Urban Wastewater Treatment Directive in 2027, until 2050 or for a period of 20 years after the date of accession to the EU.

In order to advance on the path of negotiations with the European Union, the government announced at the end of August the establishment of the National Waste Treatment Operator.
