The signing of a "military cooperation agreement" between Aleksandar Vučić and Viktor Orban is not just a diplomatic document but a political message. The two authoritarian leaders, who over the years have built a government based on control of the media, institutions and suppression of the opposition, are trying to produce the appearance of an alternative geopolitical axis, outside the classic frameworks of the EU and NATO.
According to Serbian media (Danas.rs), this agreement aims at cooperation in training, logistics and information exchange, but has no basis for a genuine military alliance. Hungary is a member of NATO, while Serbia declares itself neutral. Therefore, any rapprochement in the military field remains more of a symbolic act than a real transformation of the regional security architecture.

But what is the purpose of this action then? First, to display a form of mutual loyalty at a time when both leaders face harsh criticism from the West. Vučić for ongoing tensions in Kosovo and covert ties with Moscow; Orbán for sabotaging EU unity on Ukraine and protecting Russian interests.
Second, this agreement creates an illusion of security for the respective public opinions, reinforcing the narrative of "encirclement by enemies" and the need for cooperation between "sovereign values." A familiar pattern in the discourse of hybrid regimes.
Third, as the article warns, the involvement of the Serbian entity in Bosnia, Republika Srpska, in these plans demonstrates Belgrade's long-term goal of maintaining political hegemony and regional control through unofficial instruments.
In this context, Albania and other countries in the region should read the symbolism of this movement carefully. It is not yet a military alarm, but it is undoubtedly a political signal: the autocrats of the region are repositioning themselves and trying to create networks of cooperation based not on democratic values or long-term interests of citizens, but on mutual protection of personal power./ Pamphlet
