
A former employee of the Republic Guard was arrested by order of SPAK. The decision was executed by the Police Supervision Agency (Tirana Region).
The charge that led to the arrest of the former Garda employee is "exercising illegal influence over persons exercising public functions."
Meanwhile, for this investigation, a citizen has been assigned the security measure "compulsory appearance".
These individuals, in various roles in the criminal offense, in exchange for the sum of 20 thousand euros, promised a person that they would help him expedite legal procedures and actions in a state institution.
Meanwhile, investigations are continuing to fully clarify the circumstances of the case as well as to identify other persons involved.
"The Police Supervision Agency (Tirana Region) in cooperation with the Special Prosecution Office against Corruption and Organized Crime, after a thorough investigation with special methods, today on 03.11.2025 has executed coercive security measures against a former employee of the Republic Guard and a citizen, suspected of committing the criminal offense of "Exercising illegal influence over persons exercising public functions" in collaboration, provided for in articles 245/1 paragraph 4 and article 25 of the Criminal Code and specifically;
➡️ Security measure "Arrest in prison" provided for in Article 238 of the Code of Criminal Procedure against ZM, on duty at the time of the commission of the criminal offense, Officer with the Guard of the Republic with the rank of Commissioner.
➡️Security measure "Obligation to report to the judicial police" provided for in Article 234 of the Criminal Procedure Code against citizen KD, resident in Tirana, declared wanted.
During the exhaustive investigative and procedural actions conducted by SPAK, it was proven that these two citizens, in different roles during the commission of the criminal offense, in exchange for the sum of 20 thousand Euros, promised a citizen (the complainant) that they would help her expedite legal procedures and actions in a state institution.
"Investigative actions continue for the possible involvement of other persons in this criminal activity," the AMP statement said.
