The issue of cartels and criminal organizations has gained increasing attention in Albanian public discourse, especially in light of recent developments involving international cooperation in the fight against organized crime.
On the ABC News show "360 Degrees", security expert Ervin Karamuço explained the differences between the concepts of "cartel", "mafia" and structured criminal organizations, highlighting the gaps in Albanian criminal legislation regarding the definition of these phenomena.
According to him, the term “cartel” is often used incorrectly, both by politics and the media, while in reality it is associated with a very sophisticated criminal structure that controls the entire drug trafficking chain from production to distribution. Karamuço emphasizes the need for a clearer and more careful approach, based on concrete legal and structural elements, to avoid falling into the trap of using strong terms for political or emotional purposes.
" A cartel is a criminal organization, or a group of criminal organizations that are called a cartel, because they set market prices. Setting prices means that you are a grower, then you are also a seller, then you can traffic the transport and distribution. Meanwhile, we do not have any of them foreseen in our criminal legislation, whether it is the mafia that the Italians call us, or the cartels that our politicians call us, or any other politician in Europe.
So they are not in our legislation, even in some Latin American countries it is not considered a cartel. Cartel has received this type of designation only from those types of individuals with criminal precedents, who have at their disposal the cultivation of plants. Although in the "Bridge" operation it was mentioned by Italian authorities, like the mafia, they are in mass a structured group, so one level below. So we must be very careful to define correctly, through these elements and through these structures that these organizations have. The leader of the opposition speaks politically.
"The terrorist organization is equated with the cartels according to Trump. A terrorist organization is one that not only deals with the illegal drug trade, but also undermines government structures to achieve the goal of stabilizing a social legal order, creating panic in the population and creating serious acts of sabotage ," Karamuço said.
