
The Special Prosecution Office against Corruption and Organized Crime (SPAK) has sent to court criminal proceedings no. 178/2022, which includes four defendants for active and passive corruption, as well as abuse of office.
At the center of the investigation is a criminal incident that occurred on January 9, 2020 in Peshkopi, where a citizen was attempted to be killed with a knife.
According to SPAK, investigations revealed that some of the defendants favored the perpetrator through corrupt actions and abuse of official position.

Shuip Cami, born on 28.03.1960, born and residing in Dibër, unconvicted, with Albanian citizenship and nationality, accused of the criminal offense of "Passive corruption of judges, prosecutors and other justice officials", provided for by Article 319/ç of the Criminal Code.
Flamur Kurti, born on 21.02.1962, born in Dibër, village of Staravec and resident in Tirana, convicted, with Albanian citizenship and nationality, accused of the criminal offense "Active corruption of judges, prosecutors and other officials in the judiciary", provided for by Article 319 of the Criminal Code.
Fluturim Bajrami, born on 16.11.1975, born in Dibër and residing in Italy, Reggio Emilia, with Italian citizenship and Albanian nationality, unconvicted, accused of the criminal offense "Active corruption against persons exercising public functions", provided for by article 244 of the Criminal Code (before the amendments made by law no. 43/2021)
Aldo Puca, born on 11.05.1980, born and residing in Dibër, unconvicted, with Albanian citizenship and nationality, accused of the criminal offense of "Abuse of office", provided for by Article 248 of the Criminal Code.
Criminal proceedings No. 178 of 2022 have been registered with the Special Prosecutor's Office for the criminal offenses, "Active corruption of persons exercising public functions", "Active corruption of judges, prosecutors and other justice officials", "Passive corruption of judges, prosecutors and other justice officials", "Abuse of office", provided for by articles 244, 319, 319/ç and 248 of the Criminal Code.
This proceeding has as its object the investigation/charges of the actions of the defendants: Shuip Cami, Flamur Kurti, Fluturim Bajrami and Aldo Puca in connection with the criminal proceeding, no. 9/2020 of the Prosecutor's Office at the Court of First Instance of General Jurisdiction, Dibër, against citizen Adrian Shahi, for a criminal incident, which dates back to 9.01.2020. On this day, at around 13:15, in the city of Peshkopia, citizen Adrian Shahi stabbed his fellow villager, Bukurosh Zagradi, several times with a knife in different parts of the body.
For this event, the Prosecutor's Office at the First Instance Court of General Jurisdiction, Dibër has registered criminal proceedings no. 09, dated 09.01.2020 for the criminal offense of "Intentional Murder", remaining in the attempted stage, provided for by articles 76 and 22 of the Criminal Code, against citizen Adrian Shahi. In the preliminary investigation phase of this proceeding, investigative actions were carried out by the judicial police officers of the Prosecutor's Office at the First Instance Court, Dibër, the defendants Shuip Cami and Aldo Puca.
From the analysis of the acts and evidence administered during the investigations conducted for criminal proceedings no. 178 of 2022, it is proven that the defendant, Shuip Cami, in his capacity as a judicial police officer of the Police Commissariat, Dibër (at the same time the officer who carried out the first actions and referred the criminal case to the Prosecutor's Office), requested and received from the defendant, Flamur Kurti (an acquaintance of citizen Adrian Shahi) the monetary amount of 3,000 (three thousand) euros in exchange for the promise given to favor the procedural position of citizen Adrian Shahi in the criminal case in charge of the latter, specifically criminal proceedings no. 9/2020 of the Prosecutor's Office, Dibër.
For the defendant, Fluturim Bajrami (in-law of citizen Adrian Shahi), it is proven that he gave the deceased, Qemal Vranezi, in his capacity as Police Specialist, SPZ at the Police Commissariat, Dibër, the amount of 2000 euros in order to make reconciliation between Adrian Shah and Bukurosh Zagrad possible, thus favoring the perpetrator of the incident.
For the defendant, Aldo Puca, in his capacity as a judicial police officer of the Prosecutor's Office at the First Instance Court of General Jurisdiction, Dibër, simultaneously charged with investigating the criminal case against the citizen, Adrian Shahi, as well as with following up on the interception of communications and being aware of telephone communications and their transcriptions, with corrupt content, he has manifested unlawful behavior and not in fulfillment of his legal duty such as; stopping the interception of communications of the citizen, Adrian Shahi; not referring communications with corrupt content to the competent Prosecutor's Office, but only two years later and not on his initiative in fulfillment of his legal duty but only after the victim of the criminal offense, Bukurosh Zagradi, has expressed dissatisfaction with this unlawful fact in the Dibër Court; "the failure to refer all communications with corrupt content as well as the failure to identify persons suspected of committing corrupt acts even though there were clear communications, regarding this illegal fact, these actions committed by the defendant with the aim of favoring the author of the event, Adrian Shahi, (with the interruption of the wiretapping he was able to evade justice for more than a year on the run) as well as the avoidance of criminal liability of the judicial police officer, the defendant, Shuip Cami who was clearly mentioned in these communications with corrupt content," the SPAK announcement states.
