The government has set new reference prices for real estate, significantly increasing the value of housing in some areas.

Sazan Island in Vlora and 'Zone 13' in Durrës, known as the Beach neighborhood, have topped the list of the most expensive areas outside Tirana, with a reference price that goes up to 200 thousand lek per square meter (about 2 thousand euros).

For 'Zone 13' this represents a record increase of 323% compared to the current references of 472 euros per square meter, while for Sazani the new price is set at the highest possible level, transforming the uninhabited island into an area classified as premium. It increases by 223%.

" The draft decision presents the new average reference prices per square meter of construction area for the assessment of the taxable value for housing located in the districts of Berat, Dibër, Durrës, Elbasan, Fier, Gjirokastër, Korçë, Kukës, Lezhë, Shkodër, Vlorë and Tirana (excluding the municipality of Tirana), to approximate real market prices. The amended prices were issued as a result of the work of the inter-institutional working group, established based on the Prime Minister's order no. 19, dated 30.1.2024, "On the establishment of the inter-institutional working group for determining the average reference prices of housing", as amended. The inter-institutional working group has also made the division into city areas ", the report states.
