Vertical control and lost balance: How the 'First Operational Zone' drives order…
If there is one organization or institution in Albania that is dominant and has the most real power in the country, in every aspect, it is the State Police.
This organization has a full 12,000 people on its payroll, which makes it an army in the full sense of the word. An army with which a political power can carry out any task in the territory, from control to management of the situation throughout the country.
Precisely based on the very powerful power that this army holds, in democratic countries, its direction and control has a permanent balance, removed from the buttons located in the drawers of political power.
Meanwhile, in Albania, the State Police is the most centralized, most politicized organization and concentrated in the power of a single man.
The Chief of Police is appointed by the Prime Minister, while every appointment of a leader to this force comes with the signature of the Director of the State Police.
All agencies within the Police depend directly on its head, every special formation or elite has vertical connections. Of course, this did not come today, as it was a legacy of the dictatorship era, implemented with the fall of communism with just another coat of arms.
As such, the 12,000-strong State Police army is the most polarized organization by the spirit and influence of the pyramid, thus offering a panorama of the will or desire that comes from above to orient this powerful army towards cementing power.
There has been a lot of talk these years about the incrimination of blue uniforms, their politicization, endemic corruption, but also about abusive behavior towards citizens, phenomena that are not spontaneous, but an effect of the system of construction of this scheme, or rather its consequence.
In this high-level polarization, the Police during the government of Edi Rama is the most biased organization in many aspects, however, an important indicator is the real lack of representation as the police of Albania, of the territory, the communities, and of course the regions that make up the country.
It is a fixed axiom in Albania after the fall of communism that when the Socialist Party is in power, the head of government and the head of the police will be from the First Operational Zone - in short, the Vlora-Gjirokastër-Fier-Tepelena-Mallakastër axis. And when the DP is in power, the prime minister and the police chief will be from the north.
This medieval and tribal way of building and functioning the Albanian state has turned the country into a polarized, unintegrated society, lacking cohesion and mutual trust.
This radiograph is very noticeable in the Police organization, because it is the most important institution and has the greatest impact on the lives of citizens.
Socialistët e post 1997-ës, pikërisht kur vendi vinte nga një gjëmë traumatike e në prag të një lufte civile, e mbushën kupolën e Policisë me oficerë “gjysmë opinge”, domethënë nga Zona e Parë Operative. Gjë që shkaktoi debate, polemika, kritika e trauma të rëndësishme, që më pas polli në kohën e qeverisjes së Sali Berishës panoramën e përmbysur tropojane të armatës së policisë.
Dhe tani, në qeverisjen 13 vjeçare të Edi Ramës, u përmbys sërish piramida, e cila u konfirmua edhe këto ditë. Të gjithë krerët e policisë së Edi Ramës, përjashtuar Muhamet Rrumbullakun, kanë përfaqësuar Zonën e Parë Operative.
Emërimi i Rrumbullakut i cili vinte nga Tirana, krijoi një ndjesi të përgjithshme se Edi Rama po shkrin akujt e “diktaturës krahinore” në Polici, për të vendosur një standard të ri përfaqësimi. I cili ka treguar se ka dhënë efekt edhe në paqtimin dhe rënien e paragjykimeve apo steriotipeve që tek shoqëria jonë nuk mungojnë.
Kur Fatos Nano, në fund të mandatit të tij si Kryeministër emëroi Bajram Ibrajn si Drejtor të Përgjithshëm të Policisë, kjo organizatë në atë mandat pati edhe kohën e saj të artë.
Në rezultate konkrete po e po, të cilat janë njohur edhe ndërkombëtarisht, por në radhë të parë në një besim të rritur mes efektivëve dhe publikut në përgjithësi.
Natyrisht që rezultati nuk erdhi se Bajram Ibraj nuk vinte nga Zona e Parë Operative, pasi ky është naivitet. Erdhi në radhë të parë nga aftësia profesionale dhe humane e Drejtorit që impelemtoi një strategji gjithëpërfshirëse dhe jo sektare në drejtim e menaxhim.
Në zgjedhjet e vitit 2005, kur policia menaxhoi zgjedhjet parlamentare të korrikut të atij viti, armata e saj mori për herë të parë dhe të vetme “medaljen” e menaxhimit të suksesshëm dhe pa u kontestuar të procesit zgjedhor. Madje duke marrë komplimente nga të gjitha palët e brendshme e të jashtme.
Natyrisht fshati, qyteti apo krahina nga vjen Kreu i Policisë së Shtetit nuk është kriter vlerësimi, është një klishe, një steriotip, i cili në radhë të parë dëmton vetë efektivët e policisë që mbajnë në shpinë këtë “hije” krejt të padrejtë.
Po pikërisht për këtë, politika nuk duhet ta trajtojë shtetin, e në këtë rast organizatën më të rëndësishme të tij, si një “çetë bajraku”, por si një institucion ku përfaqësohen të gjitha ngjyrat, nuancat por edhe komunitetet që përbëjnë kombin.
Kështu ndodh në të gjitha vendet e botës, ku edhe pse logjika krahinoriste nuk kthehet në qëllim në vetvete, shikohet me kujdes për të ekuilibruar në mënyrë të barazvlefshme komunitetet, për të ruajtur unitetin e kohezionin social të vendit.
Duket qartë se logjika enveriste e Edi Ramës për të ruajtur dominimin e Zonës së Parë për arsye politike do të vijojë të mbizotëojë si një instrument për të ruajur pushtetin e posaçërisht dominimin politik në Jug.

Po Met Rrumbullaku nga ishte...???
Degjoni djema plakun, ne tere boten policet jane shume koketrashe, dembele e parazite. Nje person me aspirata nuk shkon te vishet polic e tu zere njerezve rrugen e te gerricet me ta. Po marr vetem nje shembull te thjeshte. Keni pare videot me police qe ndjekin "kriminelin" qe ka shkelur rregullat e qarkullimit, ose dyshohet se ka kaq e aq droge me vehte dhe e ndjekin si te cmendur me shpejtesira te papara e perplasen duke lene nje ose disa viktima per vdekje? Ja e kape e cfare do kapesh tere rrjetin, bullshit. Sa kushton nje jete njeriu gjithe Tiranen, gjithe Planetin e Universin per te afermit? Ku eshte mendjemprehtesia ketu? Nuk behet fjale per ndjekje qe rrezikojne jete e siguri kombetare. Edhe ne lufte behen llogari me jete njerezish, pamvaresisht parimit, nje per te gjithe e te gjithe per nje.
