Why Albania and not Bari? Why did Meloni need such a pact?
I challenge anyone to tell me in good conscience: I understand the issue of Albania and I am able to explain to you the agreement between Meloni and Rama. I would pay in gold.
Those who have not read the novels and stories of Franz Kafka tend to judge any threatening and bureaucratically entangled situation as "Kafkaesque". Blessed are those who have this easy way out of trouble. But in the affair with Albania, there is a total incomprehensibility of rights and wrongs (Kafka is not incomprehensible) and the farce of incommunicable rational and even irrational contents reigns (and Kafka is not a farcical author). Even after reading the greatest rationalization possible, that of the director of this newspaper on Saturday, the question that remains unanswered is: why Albania?
Let's list the developments. Interior Minister Piantedosi said that the purpose of sending refugees to Albania is that of "inhibition".
The rules of the Pact with Rama say that Italy does everything, Italy is responsible for everything: costs are Italian, planning, transport and jurisdiction are Italian. The times of the accelerated review procedure for the acceptance or rejection of asylum are the same as the procedure on Italian soil. They also decide the judges who are in Rome, Italy. Both in the case of acceptance and in the case of rejection, immigrants gathered in international waters will return to Italy, in fact non-EU Albania does not care about their possible stay in the country or their transfer elsewhere, and the return trip to Italy is carried out either to live as free people, or as holders of the right to asylum, or to leave to the countries of origin, what is called repatriation and which is an already existing and very rarely (2,000 and slightly more compared to 13,000 deportation decisions against illegal immigrants). Therefore the question remains unanswered: why Albania and not Bari? In what sense would the famous deterrence work if the Albanian landing is completely equal to the Italian landing? Mystery
The strong arguments of the opposition are also mysterious. At the center of the discussion is that public money is wasted and the state is harmed. It seems like an old-fashioned Melon argument, from the days of frenzy and naval blockades and heated controversies about the emigration industry entrusted to cooperatives, which are thankfully over. We spend on health, to be treated better, the four cents that were used to build the detention center, they say in a somewhat demagogic way. The argument is frankly populist, backward, petty.
In the background, however, the real argument is that instead of welcoming the victims of the sea to Italy, they are "deported" to another country for what anti-humanitarian purpose, I don't know. In reality, non-vulnerable adults and any minors who have not yet been identified as such are escorted off a large navy ship and landed normally in a facility that is abhorrent, like all detention facilities, but at least it has the characteristic of being new and intended for a short residence time. After accelerated procedures, there will be a return to Italy. So: why Albania? Why not Albania? In my opinion, anyone who claims to have understood is lying or mistaking vague impressions for a certain understanding of things.
On the matter of the European Court of Justice and the Italian judges, things seem to be getting clearer. These non-vulnerable adults are like the thousands of legal immigrants Italy accepts from several other countries.
Post-rescue transfer occurs when it comes to people coming from countries with which there are migration pacts and which are considered safe (within security borders in all migration countries in Africa and Asia, where liberal democracies generally do not apply strong rights). Now, this is the only thing that is understood, the judiciary decides that there are no 100 percent safe places. Appeals, countermeasures, etc. are being prepared, an old-fashioned ideological war is being waged for the humanitarianism of the conditions of the emigrants' departure: but on what basis, why, why in an Albania equivalent to Italy or in an Italy equal to Albania? /Adapted "Pamphlet" from " Il Foglio "
