Albania is moving between a consumed majority and a delegitimized opposition, while the system remains closed...

In Albania, the problem is no longer simply the rotation of power. The problem is that the political system itself seems doomed to revolve around two figures who, each in their own way, embody the consummation of transition: Edi Rama as a symbol of an overextended, centralized power constantly plagued by corruption scandals; and Sali Berisha as a returning figure from the past, who continues to dominate the opposition despite bearing the burden of serious political and criminal charges.

Edi Rama is governing for the fourth consecutive term, while Berisha remains the leader of the opposition despite his open clash with the judiciary.

This is the Albanian form of the "bad leader trap": not a single autocrat facing an alternative, but two political poles holding each other hostage and, together, holding the country hostage.

Rama fuels his narrative with the fear of Berisha's return; Berisha keeps the opposition fired up with the idea that only he can overthrow Rama. And so, the confrontation does not take place between two different models of the state, but between two political machines that live off of permanent conflict.

Rama is not only criticized today for corruption, but also for his model of government.

After more than a decade at the helm of government, the most serious accusation against him is not only that scandals are recurring, but that power has been so strongly concentrated in the hands of one man.

ODIHR international observers assessed the parliamentary elections of 11 May 2025 as generally well-administered, but highlighted high polarization, lack of a level playing field, reports of intimidation, misuse of public resources, and pressure on the administration. This means that the problem is not just who won, but how power is produced and reproduced.

On the other hand, Berisha fails to emerge as a credible democratic alternative, because he himself carries the symbolism of the old Albanian crisis.

He was formally indicted for corruption in September 2024 for actions during his time as prime minister, while the US has declared him persona non grata for “significant corruption” since 2021. Berisha denies the charges and calls them political, but the public cost remains: the opposition that was supposed to embody renewal remains identified with a figure that for a large part of the public represents a retreat, not a way out of the impasse.

Therefore, Albania today is not between an evil and a solution. It is between a government that has become too old to be healthy and an opposition that is too old to be hope. Even when corruption strikes the government, as in the recent episodes of tension around senior officials and violent protests in Tirana, the crisis does not produce reform of the system, but only an exacerbation of the Rama-Berisha war.

This is the real tragedy of Albanian politics: Rama and Berisha appear as enemies, but are essentially functional for each other. Rama wins whenever the choice is reduced to the fear of Berisha's return. Berisha survives whenever the anger towards Rama cannot find a new face. In this equation, the permanent loser is the Albanian public, which does not vote between the future and the past, but between a sophisticated stagnation and a recycling of the crisis.

The political conclusion is harsh but necessary: ​​Albania will not emerge from the deadlock simply by replacing one with the other. As long as the political scene is dominated by Rama and Berisha, the country risks remaining in a formal democracy with periodic elections, but with limited elite turnover, low public trust, and institutions that function more as weapons in the internal war than as guarantees for the citizen./ Pamphlet

    Kjo vjen, pasi populli shqiptar...pra shqiptari si tip nuk ndjek rrugen, menyren, njeriun e drejte por preferon me shpirt zullumet. Popull i "zhubravitur" prej dekadash, dhe realisht ky popull nuk e do, di, njeh realisht te miren.         Mediat shqiptare, pra edhe Pamfleti, duhet tu trajtoj si tradhtar keta dy mercenar. Medieve u takon ti thone gjerat drejte pa asnje lloj mbeshtjellje. Mediat duhet te përgatisin popullin per ndryshimet e domosdoshme ne vend.

          Smjafton vetem derdhja e mllefat per keto dy funderina politike, Berisha -Rama, duhen ndermarre aksione konkrete per largimin e tyre nga skena politike. Eshte koha e pranimit te me te mires force te re politike nga keto qe jane prezente dhe jo derdhja e kritikave ndaj tyre qe eshte loja e dy funderinave politike Rama Berisha. Duhet patur parasysh se e mira e persosur nuk ekzistin, qe te vij e mira e vlefshme ka nevoje per levizje masive popullore pa Berishen e pashkulshem e Ed Ramen e pashqitshem.
