SPAK investigating the Prime Minister; Aruba and SKY ECC files link him to construction permits for drug traffickers...
Two weeks after the protest, SPAK finalized the actions for the international files; 30 arrest warrants for drug lords, who laundered billions of euros with construction in Albania. The investigation has de facto included Edi Rama, as he has signed construction permits for traffickers such as Artur Shehu (hotel 50 meters into the sea in Vlora) and the Aliu brothers (resorts in Lalëz, Himarë, Jalë and palaces in 6 cities). One of the protesters' calls to SPAK is the request to initiate an investigation into Prime Minister Edi Rama, regarding the destruction of protected areas, permits for towers and resorts, and public lands that he has given to his friends, family members of government officials, oligarchs, and drug traffickers, so-called "strategic investors."
In fact, SPAK, through its positioning and functioning as a special structure for investigating corruption and organized crime, has de facto joined the protesters' platform, before they demanded the investigation of Prime Minister Edi Rama.
Two weeks after the start of the protest, SPAK published and finalized actions on the files sent by agencies from the Netherlands, Belgium, and Spain, with evidence of financing of towers and resorts with billions in drug traffickers and oligarchs linked to Edi Rama, ministers, and Sali Berisha.
Based on that evidence, known as the "Aruba" and "SKY ECC" files, SPAK conducted preliminary investigations and issued arrest warrants for Artur Shehu, Leonard Bishaj, Ilir Shtufi, Shpëtim, Isa and Oklid Aliu, Eldi Dizdari, Alfredo Hamzai, Sokol and Nikoll Bibaj, Florijan Musaj, Artan Rama, Arben Ismailaj, Elton Memeti, Adrian Rama and Bujar Shehaj, Armando Pacani, etc.
According to international and SPAK files, these are bosses of international drug trafficking and the "Aruba" mafia cartel, who have secured millions of euros and laundered them with numerous constructions and investments in Albania, directly and through oligarchs.
According to their evidence and the evidence discovered, they have obtained the lands through forgeries and bribes in property commissions and the Cadastre, and through sale deeds for symbolic values and deeds of donation from the government, under the predatory "strategic investors" scheme.
The construction permits were obtained from the Government by nominal decisions and from the National Council of Territory, the Territorial Development Agency and the Strategic Investment Committee, chaired by Prime Minister Edi Rama, who signed the permits, and by his order, line ministers, who, according to investigations, were financially rewarded and cleared by investors.
According to the Criminal Procedure Code, SPAK has taken Prime Minister Edi Rama under active investigation because he has emerged as a subject linked to the interests of traffickers in money laundering.
This investigation is based on concrete evidence, such as signatures on land decisions and construction permits granted to traffickers for towers, hotels, farms, resorts, villa and mansion complexes, where billions in drugs were used.
A typical case of Edi Rama's inevitable investigation is the construction permit granted to the drug trafficker, murderer and land grabber, Artur Shehu, for a hotel, bar-restaurant, disco and casino, 50 meters into the sea, opposite the promenade in Vlora.
Part of Edi Rama's inevitable investigation is the construction permit granted to drug lords Shpëtim and Isa Aliu, for resorts in Lalëz and Himara, for the super hotel-resort "Zig Zag" in Jalë, and for palaces in Tirana, Durrës, Elbasan, Saranda and Vlora.
By releasing the "Aruba" and "Isa Aliu" files immediately after the start of the protest, SPAK is "de facto" pro-protest and has fulfilled the protesters' request for the investigation of Prime Minister Edi Rama, pending his arrest and removal from office.
