Eranda Selmanaj who abused Frida Krifca; manages IPARD funds at the Ministry of Agriculture
The Minister of Agriculture, Andis Salla, stated that he has submitted a request to the European Commission in Brussels for the release of "IPARD III" agricultural funds, and according to him, he has received guarantees that 146 million Euros will be allocated within 2026. But Minister Salla knows very well that this is impossible, because the EU has set two clear conditions for the release of the funds:
First, bringing to justice the former Director of the Agricultural and Rural Development Agency, Frida Krifca, and her subordinates, who squandered 132 million Euros of the "IPARD II" program in the years 2017-2021. Second, the Albanian government must take the millions from the illegal beneficiaries of agricultural funds and return them to the European Union budget.
But, in addition to these two conditions that have not been met, Minister Salla has made a provocative "sneer" to the European Commission. According to information from the Foreign Aid Directorate at the Ministry of Finance, which co-signs requests for EU funds, it turns out that the request for the opening of agricultural funds addressed to the European Commission was signed by Eranda Selmanaj, Director of Programming and Monitoring of "IPARD" Funds at the Ministry of Agriculture.
The fundamental problem is this: In the years 2017-2021, when the IPARD-II funds were disbursed, Eranda Selmanaj was Frida Krifca's deputy at the Agricultural and Rural Development Agency. There she exercised several duties in parallel: Head of farmer application evaluation; Director of loan approval; Head of payment approval; Head of tenders and internal audit. In other words, she was at the center of all decisions on the distribution of money.
After being appointed as Minister of Agriculture, Frida Krifca appointed Eranda as director of the Agricultural Rural Development Agency with a single mission: to eliminate compromising documents from the files of the distribution of "IPARD-II" agricultural funds.
The truth is that Eranda Selmanaj disappeared and damaged many documents in the files of EU funds, but those documents were also in the Ministry of Agriculture, in the bank and in the State Treasury, where the European Anti-Fraud Office (OLAF) found them, which filed a report with SPAK. Her name is in the OLAF report and she is under investigation, with evidence as Frida Krifca's main collaborator in the misuse and theft of agricultural funds "IPARD-II".
However, after the misuse and embezzlement of 132 million Euros of funds, Eranda Selmanaj not only did not leave, but was appointed and continues to be the General Director of Programming and Monitoring of “IPARD” Funds at the Ministry of Agriculture. And now, Minister Andis Salla is asking the European Commission to unblock the “IPARD III” funds with a letter signed by the very one that OLAF claims stole the previous funds.
This is not just an administrative error. It is an open provocation towards Brussels. It is like asking the bank to grant another loan, while sending as a guarantor the signature of the same person accused of stealing the first loan. If the EU has blocked IPARD-III precisely because of corruption in IPARD-II, what signal is the Albanian government sending when it requests unblocking with the signature of a person under investigation?
The answer is simple: Minister Salla either does not understand the seriousness of the EU conditions, or is playing a dangerous game to gain time and protect the defendants. And until Eranda Selmanaj faces justice, IPARD-III funds will remain blocked, no matter how many requests the minister sends./ Pamphlet
