In his Cabinet, the Minister of Agriculture and Rural Development, Andis Salla, appointed an advisor outside the criteria for admission to public administration, a guy named Ervin Kajo.
On April 8, 2026, the minister was forced to formally resign his advisor, as a legal condition to conduct testing and receive status from the Directorate of Public Administration (DAP) and, as stated, will return him to the ministry.
It is up to the minister's wishes and agreement whether or not to reinstate Ervin to the position of advisor, cabinet director, secretary general, deputy minister, or director of a department.
But during his 4 months as a councilor, Ervin Kajo has left a bad mark, as a broker in the distribution of millions of euros of public funds, which the government has allocated to municipalities through the Ministry of Agriculture, for investments in dams, embankments, irrigation and drainage canals.
According to the technical conditions, the Ministry of Agriculture should have provided the funds to the municipalities by February 2026, as a precautionary measure, to carry out the procurement procedures and works.
The purpose of this deadline is for dams, embankments, irrigation and drainage canals in every area of the municipalities to be ready before the arrival of autumn, to avoid flooding from rainfall.
But without any authority, councilor Ervin Kajo was given the task of planning the distribution of ministry funds for municipal investments in flood prevention.
Administratively, the competence within the Ministry of Agriculture to plan and distribute funds to municipalities lies solely with the Directorate of Water and Dam Administration, supported by references from the Directorate of Land Administration and Protection for areas with the highest risk.
But the funds were taken over by the scoundrel Ervin Kajo, who has not given them to most municipalities, even though they have submitted projects and budgets for investments in dams, embankments, irrigation and drainage canals.
Xhambazi Kajo created a corruption scheme, based on "Bribery Auction" type bargains, giving funds faster and in greater quantities to those municipalities whose mayors gave the most bribes.
The fact that he was given the authority to distribute funds raises suspicions that these deals were made with the knowledge and tacit approval of the Minister of Agriculture, the "farmer" Andis Salla.
What is known for sure is the fact that, based on evidence from complaints, SPAK has tracked down this corruption scheme in the ministry, in which investment funds that prevent floods are blocked or given in exchange for giving or refusing bribes.
SPAK is also investigating whether advisor Ervin Kajo is the "type" who, during the DP's rule, was a police officer, a ICS officer in the Ministry of Interior and the Ministry of Justice; dismissed and reinstated twice for involvement in oppression.
It is also being investigated whether it is Ervin Kajo, who until March 17, 2015, was Head of the Alcoholic Beverages Sector in the Directorate of Excise Methods and Control at the Customs Directorate, but who resigned after denunciations and the launch of an investigation for illegal activities./ Pamphlet
