The 2.7 million Euro tender for the maintenance of greenery went to the company "Glavenica" of SP supporters, while in the protests Qosja shouts "down with Edi Rama". The Democrats of Kavaja accuse him of treason, but he implements Berisha's slogan: "Opposition, but brothers!"
The Democratic Mayor of Kavaja, Fisnik Qosja, when speaking at protests, at SHQUP meetings and in meetings with party militants in Kavaja, repeats the calls of the leader of the DP, Sali Berisha, to overthrow the corrupt and criminalized government of Edi Rama. But in practice, Qosja works for his own interests, making deals and signing tenders for companies with patronage owners and funders of the SP campaigns.
During the 3 years of Fisnik Qosje at the head of the Municipality of Kavaja, most of the tenders with large financial values were awarded to companies with owners who support the Socialist Party, even without competition, with contracts very close to the limit fund and with the winner pre-determined.
According to the announcement in the Public Procurement Bulletin dated April 27, 2026, the next tender has been published with the object "Greenery maintenance service", with a contract value of 2.7 million Euros including VAT, which Mayor Qosja awarded to the company "Glavenica" Sh.pk.

This company, headquartered in Ballsh, is family-owned by Lavdimir and Majlinda Baraj and administrator Jona Baraj, supporters and financiers of the Socialist Party, with an active role as patrons during electoral campaigns.
For the tenders he has given to SP supporters, DP militants in Kavaja are accusing Mayor Fisnik Qosja of "betraying" the ideal of Sali Berisha. But in fact, with the tenders he makes bargains that have no party color, they only have the color of money. Several times, Sali Berisha has called on the representative mayors of the DP not to obey the "Rama" government and not to favor with tenders, auctions and wealth companies with owners who serve the SP. But Mayor Fisnik Qosja continues the line of his interests, sharing the morsels with SP supporters; in the end, he is implementing Sali Berisha's old slogan: "Opposition, but brothers".
Democrat Fisnik Qosja was among the first mayors to obey Prime Minister Edi Rama's order for the "Mountains Package" project, and even collaborated so openly in violating the law that he declared the fields, hills, and coast of the Kavaja areas as "mountains."
And rightly so, because even companies with militant owners, MPs, leaders of the DP and the "Berisha" family, have received tenders, building permits, property and concessions from Edi Rama's government for 13 years in opposition.
But when a Democratic mayor gives tenders to the Socialists, the question arises: who betrayed whom? Berisha, or Qosja, is showing that in Albania the opposition and the majority only meet in tenders? / Pamphlet
