It releases an index that ranks Albania high, while Transparency International and the State Department highlight corruption and structural problems.
Edi Rama today published the Bertelsmann Transformation Index (BTI) 2026 data, presenting Albania as the most advanced country in the region for political transformation and governance. The Prime Minister described the report as an assessment that “you will not find on channels and portals”, highlighting Albania’s ranking with 7.70 points in political transformation and 6.71 in governance.
The BTI is an index published every two years by the German foundation Bertelsmann Stiftung and is based on expert assessments of 137 countries. But this methodology has been the subject of constant criticism, as the results depend on perceptions and not only on measurable indicators.
Rama chooses to refer to the BTI, but avoids reports that provide a different picture of Albania.
Transparency International's 2025 Corruption Perceptions Index (CPI) ranks Albania with 39 points, down from 42 a year earlier. The country has fallen 11 places in the global ranking, from 80th to 91st out of 180 countries. This is one of the leading international indicators of corruption in the public sector.
The US State Department's investment climate report is in line with this. The document highlights widespread corruption in administration, justice and public procurement, distorted competition, the informal economy and money laundering.
The report specifically cites the lack of transparency in PPP contracts, weak cost-benefit analyses, and frequent fiscal changes as factors that deter investors. Albania remains on the FATF's grey list for money laundering since 2020.
So we have two different pictures: an index that relies on expert assessments and that places Albania at the top of the region, and several international reports that are measured with concrete indicators and that highlight decline and structural problems.
The BTI is not a worthless report, but it is also not the primary standard for measuring corruption or the real climate of governance. It measures transformation capacity and not necessarily results on the ground.
Rama's choice to release only this report demonstrates a selective use of data. At a time when Transparency International and the State Department are reporting serious declines and problems, a favorable ranking is not enough to cover the reality.
The debate is not about a single index. It is about the contradiction between propaganda and data coming from several international sources simultaneously. /Pamphlet
