With Decision No. 21, dated May 4, 2026, the director of RTSH and the 6 members of the Steering Council decided that the expenses for the 'When Spring Comes' festival should be approved after the festival ends; instead of being determined in advance, as required by law. 'Leave room for amendments', the decision states, creating ground for endless post-event blunders. The festival was postponed from March to June. The Chairman of the Council, Fatjon Hoxhalli, and 4 other members did not attend the meeting.
After haggling with the 11 million euro tender for the "Maintenance of the DVB-T2 distribution network", after 8 other corrupt tenders, after increasing the number of personal advisors and robbing the representation at the "Eurosong Junior" children's festival taking place in Shkodra, the Director of RTSH, Eni Vasili, has been involved in another financial affair.
It is about a scheme to steal public funds, through the falsification of the cost for the "Kur vjen prandvera" song festival, in collaboration with the Directorate of Finance and 6 members of the Board of Directors of Albanian Radio Television.
According to the official announcement and the advertisement being made by RTSH, the song festival "When Spring Comes" will take place on June 6 and 7, 2026 in the concert hall of the Opera and Ballet Theater.
Like any artistic activity, the "When Spring Comes" song festival has financial costs, even though logistics, an orchestra, and technical and artistic realism staff will be used, which are organic parts of the RTSH staff.
Director Eni Vasili, in collaboration with the Finance Directorate and 6 members of the RTSH Steering Council, have not previously declared the value of the expenses for this festival.
According to the logic and law on the administration of public funds, the directors of RTSH are obliged to initially determine the total cost and regulations of the festival, and based on the cost, sign contracts and begin preparations.
But at the request, i.e. at the dictation of Eni Vasili and Decision No. 21, dated May 4, 2026, the Steering Council of Albanian Radio Television has decided to determine and approve the value of the expenses for the song festival "When Spring Comes 2026" after the festival ends.
More specifically, the decision states: "To leave room for amendments that may be created during the period of preparation of the final budget for the artistic project 'When Spring Comes', until its approval."
It is not an inability to calculate the cost, because the bargains and contracts are agreed upon according to the agreement between the RTSH directors, private supporting entities, and music specialists, who are RTSH employees and receive additional payments in the form of royalties.
Approving the cost after the festival is a scheme to divide financial morsels, which they will steal under the guise of expenses for this festival; morsels that they did not agree on and will add after the activity is over.
According to information from sources in the RTSH dome, this is the reason why the "When Spring Comes" festival, planned for spring on March 21-22, 2026, will take place in the summer, on June 6-7.
This theft scheme, devised and put into action by director Eni Vasili and her clan inside and outside RTSH, was not approved by the Chairman of the RTSH Steering Council, Fatjon Hoxhalli, and the other 4 members, who did not attend the meeting, but it was approved by 6 members./ Pamphlet

Do shihni festivalin me katastrofe qe keni pare vitet e fundit! Cdo gje i eshte lene fatit dhe rastesise. Ky festival do kete fytyren e vertete te Vasilit dhe gjithashtu dhe kapaku i periudhes se saj te deshtuar. Gjithsesi Vasili dhe banda e saj po pregatit dhe fajtoret per deshtimin e festivalit te cilet i pret heqja nga puna pas perfundimit te tij, kuptohet heqja alla Vasili. Zarat e saj, Kollarja me shoke kane rritur presionin sepse jane te tmerruar dhe nga ideja e nje sabotimi te brendshem, paranoja keto te nje sekti te paaftesh. Per sa i perket Keshillit ai vetem Keshill nuk eshte sepse kane kohe qe jane kthyer ne marioneta te drejtoreshes dhe kane harruar qe do kene nje fytyre dhe pasi drejtoresha te jete grisur, por firmat do jene aty per ti kujtuar se sa pa kellqe dhe pa integritet kane qene. Mjere RTSH!
"Kur vjen prannvera" behet ne pranvere, tani ne qershor jemi ne vere, duhet tja rivejne festivalit emrin "Kur vjen vera". Nejse se ashtu ishte i muhabet, se kemi qene te zene me tendera!
Kur vjen Leshi!!! Harxhim paraje kot! TV publik qe nuk transmeton Boterorin! Te shkojme pas pordheve te Sandrit! Turp!
