Ukrainian President Volodymyr Zelensky has sent an open letter to Russian President Vladimir Putin, proposing a direct meeting between them to end the war that has entered its fifth year.
In the letter made public, Zelensky argues that the attention of the international community is currently focused on developments in Iran and the Middle East, making an immediate diplomatic initiative on the war in Europe necessary.
The Ukrainian president's proposal includes a complete ceasefire during the negotiation period, monitoring by the United States, and the exchange of all prisoners of war.
Zelensky proposes that the meeting take place in a neutral location, such as Switzerland, Turkey or an Arab country, while ruling out both Moscow and Kiev as host countries.
In the letter, the Ukrainian leader accuses Putin of spending nearly half of his 26 years in power waging war against Ukraine.
" Whatever you say about NATO, geopolitics or the Russian language, this war is your personal choice, a war without any real cause. This is how history will record it ," Zelensky wrote.
He argues that the war is causing fatigue in Russian society itself and that citizens are facing the economic and social consequences of the conflict.
" They don't like our drones and missiles. They don't like the fuel shortages and ever-rising prices. They don't like the fact that there's no end in sight to your war ," the Ukrainian president writes.
Zelensky also claims that Russia is suffering heavy losses on the front.
" According to the report I received yesterday, your army's losses during the month of May once again exceeded 30,000 soldiers killed or seriously wounded ," the letter states.
The Ukrainian president writes that Ukraine does not want a permanent war and is ready to negotiate.
" We in Ukraine do not want a permanent war. We know very well that life without war is infinitely better and we want to achieve this ," he writes.

When you took power in Russia more than 26 years ago, many people in Ukraine viewed you positively. That was how things were then. But that is now a thing of the past.
Today, the vast majority of Ukrainians view positively the fact that our long-range drones visited the opening of your forum in St. Petersburg, covering more than 1,000 kilometers. As you know very well, this distance is not the limit of our capabilities.
In 26 years in power, you completely changed the agenda of relations between Ukraine and Russia. From discussions about trade and other political issues, our nations moved to conversations almost exclusively about attacks and defeats.
