A new 28-point peace plan negotiated between the United States and Russia to end the war in Ukraine, which is said to be inspired by the plan drawn up to resolve the Gaza crisis, has been revealed by the website Axios.

Ukraine and its supporters would see this as a major concession to Russia. The White House view, according to the US official, is that Ukraine is likely to lose territory anyway if the war continues and therefore it is in Ukraine's interest to reach an agreement now.
The two most contentious issues in the Ukraine talks so far have been who will control which territory after the war ends and how Ukraine can be assured that Russia will not simply resume the war at a later date.
Trump's 28-point plan calls for Russia to gain full de facto control over Luhansk and Donetsk, despite Ukraine still controlling about 12% of the territory there.
Despite being under Russian control, the areas in Donbas from which Ukraine would withdraw would be considered a demilitarized zone, with Russia unable to station troops there.
In two other war-torn regions, Kherson and Zaporizhzhia, the current lines of control would largely be lifted, with Russia returning some land, depending on negotiations.
For now, it is hard to see what is really new in the 28-point peace plan that could boost hopes for a successful negotiation. So far, the Kremlin has insisted that annexations of Ukrainian territory must be combined with political control over Kiev. Meanwhile, the Zelensky government is demanding strong Western guarantees of its defense and sovereign independence before accepting any compromises. According to anonymous sources who spoke to Reuters, the plan would also include halving the size of the Ukrainian army and forcing Kiev to give up certain weapons.
However, a new Trump-Putin meeting is expected to take place in Hungary where the points of the new peace plan will be decided. How ready Ukraine and Europe will be to accept this plan remains to be seen.
