Currently, NATO forces deployed in the three Baltic states of Estonia, Latvia and Lithuania, as well as in northern Poland, are under the command of a multinational headquarters based in the Polish city of Szczecin. The planned change is seen as an indication of the Baltic region's growing strategic importance, especially after the start of Russia's invasion of Ukraine.
Baltic leaders met with European Commission President Ursula von der Leyen in Vilnius on Tuesday and agreed that the European Union should step up security measures on Europe's eastern border, Lithuanian President Gitanas Nausėda said.
Von der Leyen said the Baltic states are facing situations that many people thought belonged to the past. “Air raid alerts, families in shelters, closed schools and traffic disruptions are a reality on Europe’s eastern border in 2026. Today it’s happening here, tomorrow it could be somewhere else along the eastern border,” she said.
According to her, this is a deliberate strategy by Russia to destabilize European democratic societies.
"This is a well-thought-out move by Russia to create uncertainty and undermine the stability of our democracies," the European Commission president declared.
Moscow has repeatedly denied allegations that it is planning aggression against NATO countries and has accused the alliance of increasing tensions by expanding towards Russia's borders. According to a military official quoted by Reuters, the deployment of a second corps in the Baltics would enable NATO to rapidly bring significant forces to the region in the event of a crisis, addressing weaknesses associated with the Baltic states' limited strategic depth and high exposure.
When operating at full capacity, a military corps typically commands three divisions and includes between 40,000 and 60,000 troops. In peacetime, it operates with a more limited command structure, but retains specialized capabilities such as artillery, air defense, engineering units, and medical services, so that troops can be deployed quickly if needed.

Under the proposed changes, European countries would have to provide their own drone reconnaissance capabilities, while the US plans to significantly reduce the supply of armed drones.
The Der Spiegel report notes that further details on these changes are expected to be presented during NATO's force generation conference, which will be held in early June.
