Israeli Defense Minister Israel Katz confirmed on Wednesday the killing of Mohammed Ouda, one of Hamas's top military leaders.
"We promised to eliminate all those who led the October 7 massacre, and that is what we will do. Everyone is targeted for death, wherever they are," Katz declared.
The announcement came just 12 days after the Israeli military killed his predecessor, Izz al-Din al-Haddad.
Prime Minister Benjamin Netanyahu and Minister Katz announced the attack on Ouda on Tuesday, calling him the fourth Hamas military chief killed by the Israel Defense Forces (IDF).
Katz added that Israel remains determined that Hamas will no longer have control over Gaza, neither in civilian nor military terms.
"We promised that Hamas would not rule Gaza, neither civilian nor military, and that will happen. The plan for voluntary emigration from Gaza will also be implemented, at the right time and in the right manner," he said.
According to Israeli authorities, Ouda had served as the head of military intelligence for the Izzadin al-Qassam Brigades during the October 7, 2023 attack.
Foreign reports say he was offered the post of military leader of Hamas after the assassination of Yahya Sinwar in May 2025, but he had rejected that role.
Subsequently, Ouda was considered one of the last members of Hamas's high command to have an active role in planning and overseeing the October 7 attack.
According to international reports, the only remaining member of Hamas's central council is the home front commander, Imad Aqel, who did not participate in the attack.
Mohammed Ouda had previously collaborated with Mohammed Deif, the former commander of the al-Qassam Brigades, and his activity in Hamas dates back to the First Palestinian Intifada in 1987.
Deif, who led the al-Qassam Brigades during the October 7 attack, was killed by Israel in July 2024 after several failed attempts to eliminate him.
According to reports, Ouda had survived several assassination attempts, both before and during the current war, as in most cases he was not among the targets hit.
