Orban: Ukraine should become a buffer between NATO and Russia, setting a new

"The only sustainable solution is an international peace conference to determine the territories that Moscow can keep. Everything between that line and the NATO countries will constitute the Ukrainian state," Hungarian Prime Minister Viktor Orban said in an interview with Welt am Sonntag.

Mr. Orban, don't you think that the 28-point peace plan proposed by the United States could only create a pause, rather than a solution, in the conflict between Ukraine and Russia?

The Hungarian position is this: in 1999, NATO expanded to include Poland, the Czech Republic and Hungary, and later the Baltic states, as well as Bulgaria, Romania and Slovakia. This formed the eastern border of the Alliance. As a result, Ukraine became a buffer state between NATO and Russia. This guaranteed the military security of Europe and the military balance that formed the basis of peace. Today, Russia and NATO accuse each other of destroying this structure. The Russians claim that we Westerners armed Ukraine, effectively integrated it into NATO structures and even intended to formally include it. This, they say, compromised the balance of power. However, the Western position is that Russia has not accepted the balance created after 1999; it wants to invade Ukraine, eliminate its status as a buffer zone and from there prepare an attack on NATO countries.

How can such distant positions be reconciled?

The only sustainable solution is to ensure that the post-war order is based on the fundamental principle that Ukraine will return to the buffer state it once was. Russia will keep the territory to be determined at an international peace conference, and everything west of that line, up to NATO's eastern border, will constitute the Ukrainian state.

If the peace plan included territorial concessions or limited sovereignty for Ukraine, how should the EU react? Would Hungary support such an agreement?

It is time to abandon illusions and face reality, which, however harsh, is illustrated in the American peace plan. First, the time factor favors Russia, not Ukraine, and this means that the longer peace is delayed, the more people and territory Ukraine will lose. The only way to avoid this would be for NATO to send ground troops to the front, which would lead directly to the next great European war.

Secondly, according to American indications, Russia will be reintegrated into the global economy, sanctions will be gradually lifted, frozen assets will be used to create Russian-American investment funds, and business will resume.

Third, the myth that Europeans are financing the war with Russian money is over. We must admit to our citizens that every euro we have spent so far, and will spend in the future, to support Ukraine will be paid for 100% by the European population. From all this, it follows that, in the short term, high-level European-Russian negotiations must begin immediately. In the medium term, Russian resources must be reintegrated into the European economy.

And in the long term, Europe's military capabilities must be strengthened to enable it to defend itself against any adversary. But to keep rearmament within reasonable limits, we must reach an arms control agreement with the Russians. /Adapted from Pamphlet/
