When on Sunday, November 2, supporters and opponents of the government in Serbia faced each other in and around the tent camp, popularly called "Qaciland", in the center of Belgrade, cameras filmed a man among the government supporters, who sent a clear message to the opponents by making a throat-slitting gesture with his hand.
Using open-source tools, Radio Free Europe/Radio Liberty's (RFE/RL) Balkan Service has identified the man who threatened to behead him as Zlatko Novkovic, an American citizen of Serbian origin who also holds a Russian passport.
He has published the photos of the passports he owns on social media.
Archival footage from the Bosnian war quickly spread on social media, showing Novkovic among members of Chetnik paramilitary formations in Trnovo and on Igman, near Sarajevo.
On social media, he claims to have been to Mariupol, the Ukrainian city that was destroyed by Russian forces in the first year of the occupation, and to have visited Russian formations in Donbas and Sevastopol.
It was filmed near the Serbian Parliament building, on the very day that Dijana Hërka, the mother of one of the victims of the accident at the Novi Sad railway station, began her hunger strike.
Hërka, which joined the mass protests that have been ongoing in Serbia since November 2024, and through which responsibility is being sought for the deaths of 16 people from the roof collapse, also demands the release of all those detained in the demonstrations.
She was not allowed to protest in front of the Parliament. The police and pro-government groups, who a few months ago closed off this part of Belgrade and set up a tent camp, prevented her.
The first day of her protest took place in a tense atmosphere. Bottles, pieces of metal fence and pyrotechnics flew between the two sides, while nationalist songs could be heard from "Qacilandi". Novkovic was also on that side.
The ruling Serbian Progressive Party has not commented on Zlatko Novkovic's actions.
Who is Zlatko Novkovic?
Zlatko Novkovic, 62 years old, also known by the nickname Zak Novak, was born in New Jersey, United States of America.
In 2021, he announced on social media that he had obtained a Russian passport and, according to his Facebook profile, on April 23, 2015, he moved to the Donetsk region in eastern Ukraine.

Milchakovi është i dyshuar për krime lufte dhe që nga viti 2022 është nën sanksione të BE-së, SHBA-së, Britanisë, Kanadasë dhe vendeve të tjera.
Milchakovi propagandon ideologji ekstremiste nacionaliste, ndërsa njësia e tij është e njohur për dokumentimin e torturave dhe vrasjes së të burgosurve.
Nuk dihet cilat janë lidhjet konkrete të Novkoviqit me këtë njësi dhe nëse ai vetë ka marrë pjesë drejtpërdrejt në luftime në Ukrainë.
Fotografitë tregojnë vizita në zonat e luftës, por nuk ka dëshmi që ai ka marrë pjesë aktive në betejë.
Ai ka fotografi edhe me Dejan Beriqin, për të cilin REL-i më herët ka raportuar se luftonte për separatistët prorusë në Donjeck dhe konsiderohet si një nga rekrutuesit kryesorë të luftëtarëve nga Ballkani.
Sipas publikimeve të tij, Novkoviq në Ukrainë ka dhënë mësim në gjuhën angleze në kampin Luçistin në Krime.
Sipas raportit të Almende, një organizatë ukrainase për të drejtat e njeriut, ky kamp përshkruhet si vend ku zhvillohen aktivitete “ushtarako-patriotike” dhe “riedukuese” të orientuara në ndryshimin e identitetit kombëtar të fëmijëve dhe integrimin e tyre në sistemin e vlerave ruse.

Pjesëmarrja në luftën në Bosnje
Gjatë viteve '90 ai ishte vullnetar në formacionet paramilitare që vepronin në Sarajevë.
Në profilin e tij në Instagram gjendet një fotografi e një mirënjohjeje të ashtuquajturës Brigada Çetnike e Sarajevës së Re nga viti 1993, ku thuhet se ai ka marrë pjesë disa muaj në luftimet pranë Sarajevës, i cili në atë kohë ishte nën rrethim nga forcat serbe, dhe se për këtë arsye i është dhënë grada e kapitenit çetnik.
The document was signed by Slavko Aleksic, a paramilitary commander and well-known figure among Serbian radicals at that time.
According to his publications, Novkovic claims to have been Aleksic's bodyguard.
Analysis of his profiles shows that as of 2023 he has been in Belgrade.
In recent months he has been active at rallies of the Serbian Progressive Party (SNS), the party of President Aleksandar Vučić.
Even during his stay in Russia, he shared videos of SNS meetings before the 2022 elections and has participated in Vladimir Putin's election campaigns several times.
Support for Vučić and the role in "Qaciland"
"We love and support you, President Vučić! Death to the traitors, Nazi scum of the opposition!" he wrote on Instagram in August of this year, attaching a photo from the camp in Pioneer Park.
The improvised tent camp, publicly called "Qaciland", is located in the Pioneer Park in central Belgrade, among the headquarters of state institutions, and was set up in early March 2025.
The informal group called Students 2.0 set up the camp with the demand to end the student blockade of the faculties and normalize teaching. Although the blockade ended, the camp remained and expanded around the Parliament.
According to REL reports, the camp has been supported over the past eight months by former members of the special units involved in the assassination of Prime Minister Zoran Djindjic, leaders of pro-Russian and extremist organizations, as well as persons convicted of serious crimes.
In one of his latest statements, President Vučić called "Qaciland" a "symbol of Serbia's existence, a symbol of freedom and resistance."
Citizens have been prevented from passing through the area for months, while media reports indicate that people in the camp have often obstructed and attacked journalist teams in carrying out their work.
