A federal judge on Friday blocked the Kennedy Center's plan to temporarily close its doors during a renovation that will last several years, ruling that the board of directors had violated the law when it added President Donald Trump's name to the historic performing arts institution.
U.S. District Court Judge Casey Cooper concluded that the law establishing the center “makes it abundantly clear that the Center must bear President Kennedy’s name and cannot have any other official name or public memorial based solely on the board’s unilateral decision.”
“Congress gave the name to the Kennedy Center, and only Congress can change it,” Cooper wrote in his 94-page decision.
Shortly after the decision, Trump signaled that he was backing away from his effort to transform the renowned cultural institution, suggesting that control would pass to Congress.
"I have directed the Department of Commerce to take all necessary measures with Congress to enable the full transfer of this institution, giving it responsibility for its operation, maintenance and management," Trump wrote on the Truth Social network.
He added that, although he was being treated "unfairly", he had "no interest in continuing" if he was not "free" to act as he pleased.
The details of such a transfer were not immediately clear. Since its founding as a living memorial to President John F. Kennedy, the executive branch of the federal government has had oversight of the Kennedy Center's board of trustees, while Congress has been responsible for annual funding of its operation and maintenance.
According to Judge Cooper's order, within two weeks officials must remove any sign or plaque at the Kennedy Center that includes Trump's name and update the official website by removing all references to the names "Trump Kennedy Center" or "Donald J. Trump and John F. Kennedy Memorial Center for the Performing Arts."
He also ordered that the center not “display, install, or maintain any physical or digital signage on the Kennedy Center building or premises that designates, suggests, or implies that the institution is named after any person other than President John F. Kennedy.”
The Kennedy Center has already announced that it plans to appeal the decision.

Cooper said Friday that the set of documents submitted to Beatty "focused primarily on renovation work that the board was already aware of, not on the need to close the Kennedy Center."
According to the judge, the board's vote to close the center "was predetermined."
He referred to comments by Matt Floca, who has been placed at the helm of the institution, arguing that they showed he was preparing for a full shutdown months before Trump publicly announced the plan in February.
“Whatever happened during those supposed four months of preparation, the board’s input was, in a way, an afterthought,” Cooper wrote.
“Administrators learned of the center’s closure plan at the same time as the general public, through a social media post. Deprived of time and information, they had no meaningful opportunity to consider perhaps the most important decision in the center’s history since its opening in 1971.”
“President Trump’s assurance that the closure would be ‘entirely subject to board approval’ rings hollow, as he himself later admitted that it was ‘a little late for the board’ to express its opinion because the plan had already been ‘announced.’ To him, board approval was just a ‘minor detail,’” the judge added.
Former employees of the institution had expressed serious concerns about the consequences of the closure, warning that artists would find alternative venues and might not return, that experienced specialists would be difficult to replace, and that both the public and donors could leave. /Adapted from Pamphlet by CNN/
