Almasri arrested in Tripoli, accused of torturing detainees

Osama Njeem Almasri, general and head of the Libyan prison police, was arrested by order of the Tripoli prosecutor's office on charges of torture and abuse of prisoners in Mitiga prison, which is located near the capital's airport.

According to local sources, including Libya24, judicial authorities believe they have evidence proving that Almasri subjected at least five prisoners to cruel treatment, resulting in the death of at least one of them. Witnesses present at the time of his arrest reported that the general appeared to be smiling while being held in custody.

According to Repubblica, Almasri's arrest is part of the new government in Tripoli's policy of cooperation with the International Criminal Court. However, other sources tend to attribute it to tensions between the Rada and the executive branch led by Prime Minister Abdel Hamid Dbeibeh, who outlawed the militia and stripped the general of his authority over the judicial police.

The Tripoli Prosecutor's Office announced the arrest with the following official statement: "Following the investigation into the facts attributed to police officer Osama Njeem Almasri, the Deputy Prosecutor General has completed the collection of information regarding the violations of the rights of prisoners at the Tripoli Correctional and Rehabilitation Institute, who reported to the Prosecutor General's Office that they had been subjected to torture and cruel and degrading treatment," it read.

"The investigator then conducted an interrogation regarding the circumstances of the violation of the rights of ten prisoners and the death of one prisoner as a result of torture. Given sufficient evidence to proceed with the indictment, the Prosecutor's Office has sent the accused to trial, who is currently in custody."

Almasri was detained in Italy in January 2025 on an ICJ arrest warrant on charges of war crimes and crimes against humanity. However, within days, the Libyan general was released from prison and returned to Libya on an intelligence flight after the Ministry of Justice decided not to seek confirmation of his arrest and the implementation of a precautionary measure.

This whole issue then caused a political-legal issue, even leading to the opening of a judicial investigation for aiding and abetting against Prime Minister Giorgia Meloni, the Ministers of Justice and Interior, Carlo Nordio and Matteo Piantedosi, and the Intelligence Authority, Alfredo Mantovano.

The case against the Prime Minister was dropped, while the Chamber of Deputies denied authorization to proceed against three other government officials, despite a request for indictment by the Tribunal of Ministers - and the file was finally closed. /Adapted from Pamphlet/
