The major flood of January 6 and 7, 2026, with extensive damage, is evidence of the fact that the mayor of Durrës, Emiriana Sako, her subordinates and the private companies associated with them, have stolen funds for the evacuation of waters, leaving the city at the mercy of fate.
For this catastrophe created not by rainfall, but by the theft of Mayor Emiriana Sako and her group, the Head of the Durrës Prosecutor's Office, Suela Beluli, has ordered the launch of an immediate investigation into the true causes of the flooding in the territory of this municipality.
In the order dated January 8, 2026, for the main initiation of the investigation, public images and facts were taken as a basis regarding the flooding of streets, squares, homes, businesses, schools, and even the Durrës prison, as well as the interruption of vehicle circulation, causing major damage.
In her order, the Chief Prosecutor of Durrës, Suela Beluli, finds that in the public images and denunciations made by the media, there is sufficient and reasonable data that constitutes criminal facts for the investigation of the real causes of the flood.
In this data, it is expected that the Durrës Prosecution will also take as evidence the evidence published by "Pamphlet", according to which the cause of the flood is the thefts of the mayor of Durrës, Emiriana Sako, and her group, in tenders for hydropower plants, underground and aboveground sewage networks, as well as their malfunction.
According to the order, there will be an in-depth investigation into the administrative causes that led to the creation of these consequences and a full analysis to determine whether the causes were natural or a consequence of the failure to implement duties by the leaders of the Municipality of Durres.
Criminal liability for a worker who lost his life while working
In registering the criminal case, the Durrës Prosecution Office has also included the loss of life of 54-year-old Astrit Hysenaj, an employee of the Plazh-Durrës Municipal Enterprise, who was engaged in coping with the flooding in that area.
According to the regulation and protocol for dealing with natural emergencies, no public service employee should be sent alone to the field, while the leaders of the Municipality of Durrës sent him and left him alone, without equipment, without security and without help.
This violation, resulting in the loss of life of the municipal employee, is also highlighted in the prosecutor's order to launch the investigation, which states:
“– The circumstances surrounding the loss of this citizen's life give rise to reasonable suspicions of the existence of the criminal offense of 'Abuse of Office', provided for in Article 248 of the Criminal Code, committed by the persons responsible for the maintenance, control and management of the flood situation in the city of Durrës.”
Investigation into the causes of the consequences and economic damages
The leaders and officials of the Municipality of Durrës, who are tasked with managing the situation, but who have taken or failed to take actions, creating the ground for the flood and severely damaging the property of residents and businesses, have been placed under investigation.
Based on the significant damage recorded so far, both to public infrastructure and private property, the investigation will be conducted for the criminal offenses of "Destruction of property by flooding" and "Destruction of property by negligence."/ Pamphlet
