Why did Rama come to the defense of Flaura Shoshi after the water crisis in Vlora and how is this related to the 20 million euro scandal of "Eco Park" in Porto Romano?
In Prime Minister Edi Rama's reaction, after 5 days of water shortage in Vlora, what was impressive was the fact that for securing the pipe and restoring the water supply, he thanked only the General Director of Water Supply and Sewerage, Flaures Shoshi.
Knowing that every move and message of Edi Rama protects or hides one of his interests, such was the gratitude for Director Shoshi, but the true purpose of this gratitude, which is related to a multi-million euro affair made by them, cannot be covered with "shoshë".
By order of Edi Rama, Director Flaures Shoshi, when he was deputy director of Water Supply and Sewerage in 2019, specially catapulted by the Water Supply of Malesia e Madhe, signed the 15 million euro fund and the development of the procedure for the "Eco-Park" landfill in Porto Romano, Durrës without competition.
On October 21, 2019, Deputy Director Flaures Shoshi announced the tender with a limited fund of approximately 20 million euros including VAT, with the object: "Closing the solid waste landfill 'Eco Park - Durrës'".
But to disguise it as an emergency investment after the earthquake, he canceled the tender and re-announced it on December 7, with the note: "On priority in the conditions of the declared state of natural disaster."
On December 16, 2019, to legalize the tender, Edi Rama signed Decision No. 6, with the purpose: "Inert waste generated by the earthquake of November 26, 2019 in the regions of Durrës, Lezhë and Tirana, to be deposited in the Porto Romano landfill of the Municipality of Durrës."
On December 27, 2019, Flaures Shoshi conducted the negotiation procedure with the companies "De Mare Srl" and "Victoria Invest International", with a contract value of around 20 million euros including VAT, equivalent to 99.99% of the limit fund, a procedure from which Edi Rama removed Alqi Bllako, who was director.
In early February 2020, SPAK began an investigation into the "Eco Park" affair in Porto Romano, with evidence of falsification of documents, non-competitive procedure, doubling of the limit fund and contract value, as well as fabrication of this investment using the November 26 earthquake as a cover.
But after the investigation began, it was discovered that this was an affair organized by Edi Rama and Klodian Zoto, while deputy director Flaures Shoshi, in order to seduce him and create a profitable environment, was appointed a board member in 9 water utilities in Albania.
The Deputy Director of the National Agency for Water Supply, Sewerage and Waste Infrastructure, Flaures Shoshi, was appointed by Edi Rama as trusted and ready to sign the documents and award the tenders to the predetermined companies "De Mare Srl" and "Victoria Invest International".
In May 2025, BKH and SPAK proved that the main person responsible for the 20 million euro "Eco Park" affair in Porto Romano, Durrës, is Flaures Shoshi, who, according to information, will be taken to court within January 2026.
In June 2025, Prime Minister Edi Rama appointed him director of the National Water Supply and Sewerage Agency, to signal that he was protecting him from possible arrest, while on January 5, 2026, he appointed him Director of Tirana Water Supply and Sewerage.
Just as he thanked him, as if it were only Director Flaures Shoshi who resolved the pipe issue and restored water supply in Vlora, but in fact, Babloku thanked and appointed all subordinates who were under investigation by SPAK to new duties before their arrest./ Pamphlet
