The Centralized Purchasing Operator announces 6 disinfestation procedures with funds 30% higher than last year, while a double tender with an identical object raises suspicions of an organized favoritism scheme...
Six tenders for the disinfestation of coastal areas have been announced with a total value of around 1.9 million euros, with limit funds significantly higher than in 2025. In addition to the five lots divided by region, another procedure with the same object and a value of 870 million lek has been announced, raising suspicions of overlapping and artificial inflating of funds. Around 80% of this institution's tenders result in "Red Flags", but its director continues the activity without any criminal investigation. The case requires financial and criminal verification of the calculation of costs and real beneficiaries.
The Director of the Centralized Purchasing Operator, Arlinda Pogaj, who announces and conducts most of the tenders with large monetary values, is not being investigated, although there are serious indications of procedural violations and favoritism.
It is not being affected, even though about 80% of the tenders conducted by the institution it runs have resulted in "Red Flags", due to technical specifications in favor of predetermined winning companies, limit funds higher than real costs, and the acceptance of bids very close to the limit fund.
With funding limits higher than real costs and with specifications that favor certain companies, Director Arlinda Pogaj has also announced 6 tenders divided into 6 lots, with the objective of disinfesting coastal areas.
– First tender: disinfestation in the coastal areas of Vlora District, limit fund 200 million lekë with VAT.
– Second tender: disinfestation in the coastal areas of Fier District, limit fund 180 million lekë with VAT.
– Third tender: disinfestation in the coastal areas of Durrës District, limit fund 135 million lekë with VAT.
– Fourth tender: disinfestation in the coastal areas of Tirana District, limit fund 283 million lekë with VAT.
– Fifth tender: disinfestation in the coastal and urban areas of Shkodër District, limit fund 72 million lekë with VAT.
– Sixth tender: disinfestation in all coastal areas, with a limit fund of another 870 million lekë with VAT.
The six tenders have a total value of around 1.9 million euros. They were announced on 13 February 2026 and will take place on 17 March.
Two facts constitute strong indications for an investigation by SPAK:
The values of the limit funds for these 6 procedures are estimated to be about 30% higher than the same tenders announced for the same service in 2025.
In addition to the tenders for disinfestation in 5 coastal areas with a total fund of 870 million lek, a sixth tender has been announced, with the same service object and with another value of 870 million lek including VAT. The
